Job Description
The Senior Vice President, State Public Sector is responsible for the development and execution of the strategic vision and business plan for Prime’s state Medicaid market, including business development and client relationship management, and is ultimately accountable for continued client growth, retention, and satisfaction. This executive leader is a key influencer across the enterprise and will work cross functionally with internal and external stakeholders to enhance market competitiveness and develop solutions aligned to the company and client’s growth objectives.
Responsibilities
Develop, implement, and oversee a multi-year growth and retention strategy within the State Public Sector organization; collaborate with key internal and external stakeholders to develop and execute upon a comprehensive business growth and development strategy; including retention and expansion of products and services
Drive and deliver on key performance indicators and dashboards that evaluate performance against assigned client contracts; track client relationships, product adoption, retention metrics, and proactively respond to, and remediate any identified gaps or risks
Responsible for the strategic oversight of account management leadership, ensuring adequate representation for state-specific client needs; align account management activities across all lines of business and develop methodologies, processes and reporting capabilities that inform and support the consistent delivery of Prime’s value proposition to the client to ensure retention of key accounts
Identify market trends and areas of opportunity for new solutions for the various respective markets that enable Prime to further differentiate the company versus the other market competitors
Instill a culture of continuous improvement setting objectives to regularly evaluate and improve process and procedures; work collaboratively with operations partners to meet client requirements in and efficient and effective manner
Manage staffing, performance and team development, and consistently demonstrate Prime’s leadership enablers during all interactions with internal team members and external stakeholders; provide work direction, and support the hiring, training, coaching and retention of key positions
Establish a credible and influential position with Prime’s executive and senior leaders, and as a trusted business expert, collaborate with the Prime’s Board of Directors to reach a shared growth vision for the State Public Sector, and align the development of the Medicaid market and respective resources with product development and business growth objectives
Maintain and leverage a deep knowledge of State Medicaid landscape to analyze and interpret market and industry trends; provide insight to growth teams, product management, account management and other key internal partners regarding opportunities for service and product innovation; may represent organization externally to government regulatory or agencies

Minimum Qualifications
Bachelor’s degree in business management, operations management or relevant field, or equivalent combination of education and/or relevant work experience
15 years of combined pharmacy benefit management or healthcare experience, to include 8 years of experience leading operations of a managed care and/or health services company, or account management, sales or relevant roles within the healthcare or pharmaceutical industry
10 years of progressive leadership/people management experience for a commercial sales and client management function
5 years of experience in government programs
Must be eligible to work in the United States without need for work visa or residency sponsorship

Innovative leader with knowledge of the health insurance industry/pharmacy benefit administration/pharmacy benefit management industry and major competitors
Strategic thinking and long-range planning skills with the ability to design, execute, and link multiple projects over time to achieve a future strategic goal
Ability to establish trust, respect and credibility and form close working relationships with all levels of an organization, especially senior leaders across Prime and external organizations
Demonstrated ability driving the identification of improvement opportunities and leading the implementation of process changes
Exceptional communication skills with ability to communicate complex information to a variety of audiences
Exceptional client relationship management, including ability to negotiate and managed complex client contracts
Proven experience inspiring cross- functional teams to meet business objectives with outstanding results
Strong analytical and critical thinking skills; able to synthesize information from multiple sources into actionable plans
Preferred Qualifications
Master’s degree in business or related area of study
Experience working within a matrix environment
Minimum Physical Job Requirements
Able to travel up to 50% of the time
Able to remain in a stationary position 50% of the time; able to move or traverse
Able to constantly operate a computer and/or other office productivity equipment
Able to hear and constantly communicate information and ideas; able to exchange accurate information
