Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Boston Field Office, located in Boston, MA. Responsibilities This position starts at a salary of $67,743.00 (GS-09, Step 1) to $106,549.00 (GS-11, Step 10) with promotion potential to $127,707 (GS-12 Step 10). In this position, you will strengthen the Department's ability to protect the homeland by becoming a valuable member of a team of administrative professionals. Your job will include: Evaluating, communicating, reporting, coordinating, tracking, and verifying a wide range of workforce management processes, procedures, resources, problems, and needs. Performing a wide range of administrative and analytical duties required to develop and implement workforce management programs. Advising Port Directors, and other field managers in formulating realignment and/or reorganization proposals related to improvement efforts in the core process in order to organize work in the most efficient and effective manner given local conditions. Coordinating with the CBP Hiring Center to resolve processing, recruitments, reporting, and other technical issues. Qualifications Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting with planning, gathering, and interpreting information and data to help determine the most effective and efficient approach to workforce management issues. Assisting with identifying ways to improve or enhance current services and ensuring they meet management's business objectives. Participating in analyzing the effects of changes in laws and regulations. Analyzing and compiling data for top-level managers and advising of any potential shortfalls. Preparing a variety of reports utilizing various databases and automated systems. Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Evaluating, communicating, reporting, coordinating, tracking, and verifying a wide range of processes, procedures, resources, problems, and needs for workforce management programs. Consulting with staff regarding applicable laws, regulations, and technical procedures relating to workforce management programs such as staffing, workman's compensation, and performance management. Researching and recommending options on technical personnel changes or developments. Interpreting laws, regulations, and policies to assist with development of policies. Preparing a variety of reports utilizing various databases and automated systems and assisting in providing advice involving issues to the senior executive staff. Education Substitution GS-09: Successful completion of a Master's or equivalent degree, or two full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D., from an accredited college or university may substitute for experience required at this level. Education at the graduate level in an accredited college or university in the amounts shown meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level specified; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.
