_Executive Office of Housing and Livable Communities (EOHLC)__is hiring two Intensive Case Management Coordinators in the Division of Housing Stabilization!_ _ _ _AGENCY MISSION:_ The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. _OVERVIEW OF ROLE:_ The Program Coordinator II functions as the Intensive Case Management Coordinator assisting Emergency Assistance (EA) Family Shelter providers (private non-profit agencies) across the Commonwealth and other related contracted agencies. This position is a vital role to support EOHLC in the navigation and partnership with distinct systems of care under various branches within the Executive Office of Health and Human Services (EOHHS) to support families with unmet health and social service needs. The Intensive Case Management Coordinator is responsible for responding to critical incidents and coordinating appropriate services based on the incident details and individualized family need. The incumbent facilitates case management consultations and strategizes pathways to stabilization goals for families with unique complex service needs. The incumbent provides support to EA Family Shelter provider staff, sharing best practices for case management, in an effort to foster a homeless response system that treats people with dignity and is built on the belief that homelessness should be rare, brief, and non-recurring. Frequent travel will be required. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state. One position covers the Boston area and the other position covers the Southeast area. Incumbents may be required to float to other regions upon request. _ _ _DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):_ _ _ _1. Program Support & Implementation:_ · Works with vendors to provide effective strategies to provide safe shelter and supportive service delivery for persons experiencing homelessness. · Ensures that contracted shelter providers are active participants in case consultations, incident reporting processes, and supportive services coordination for families with complex service needs. · Supports the Regional Director with all activities as assigned to creatively respond to the evolving needs of the Division and Family homeless response system. _2. Compliance:_ · Supports compliance with incident reporting expectations in collaboration with the Specialized Family and Supportive Services Manager, and provides technical assistance, training and strategies for performance improvement. _ _ _3. Process Design:_ · Provides insight and assistance with the development of guidance materials and process design for supportive service coordination. _4. Family & Individual Assistance_: · Works directly with families experiencing homelessness, contracted shelter providers, community resource agencies, local and state government staff, and various vendors of the Commonwealth providing a variety of supports. · Assists with the coordination of benefit enrollment and access to various systems of care within the Executive Office of Health and Human Services. _5. Training:_ · Supports with the facilitation of education and training opportunities on supportive services to best meet the needs of families experiencing homelessness. · Attends all mandated staff development training. _PREFERRED QUALIFICATIONS:_ 1. Familiarity with and knowledge of rules and regulations of the Emergency Assistance Program. 2. Familiarity with community resources to support various social service needs. 3. Excellent written communication skills. 4. Excellent oral communication skills. 5. Experience in program analysis, program coordination, and program planning. 6. At least intermediate proficiency in Microsoft Word, Excel, Access, and Microsoft Teams. 7. Ability to handle multiple priorities, and to be flexible with changing directives. 8. Ability to communicate in a manner that promotes harmonious interaction with others and motivates performance in a changing environment. 9. Knowledge of housing and homelessness policy, with a particular focus on Housing First approaches. 10. Ability to coordinate the efforts of others in accomplishing assigned work objectives. 11. Ability to interview persons experiencing homelessness and conduct investigations. 12. Ability to be flexible to respond to changing requirements and to be available to resolve programmatic and other issues as needed. 13. Ability to take initiative, work effectively independently with little supervision and in a team setting. 14. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed. Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III.
