About the Office of the Inspector General Since its creation as the nation's first state-level inspector general's office, at the Massachusetts OIG has been at the forefront of promoting effective government and the responsible use of public money and property. The OIG is an independent agency charged with preventing and detecting fraud, waste and abuse in the use of public funds and public property. By statute, the Inspector General (IG) has broad authority to oversee the use of state, local and federal funds by state and local governments, as well as by those who receive government funds or use public property. This includes state agencies, counties, cities, towns, quasi-governmental authorities and districts, as well as individuals, corporations and not-for-profit organizations that do business with the government. The Office is led by the Inspector General of the Commonwealth, who is appointed by the Governor, Attorney General and Auditor "...solely on the basis of integrity and demonstrated ability in accounting, auditing, financial analysis, law, management analysis, public administration, investigation or criminal justice administration." M.G.L. c. 12A, § 2. The OIG is organized into three bureaus: Specialty & General Government, Legal & Compliance, and Operations, Training & Publications. Each bureau contains divisions that focus on specific agencies, issues or functions. Together the bureaus work to prevent and detect fraud, waste and abuse of public resources in the Commonwealth. Operations Bureau The Operations Bureau (OPS) play a crucial role within the OIG. It is responsible for a variety of functions including budgeting, human resources, office administration, case management, procurement, operations, information technology, cybersecurity and records management. Human Resources Specialist: Position Overview The OIG is looking for a Human Resources Specialist, who will report to the Director of Human Resources and Recruitment (DHRR) within the Operations Bureau. This position will support the DHRR with various HR functions including recruitment, training, onboarding and offboarding, administering pay, benefits, and leave, and enforcing OIG policies and practices. This position will be responsible for complex and specialized administrative tasks including reviewing job applications from prospective employees, managing and overseeing records, and generating reports. This position, with the DHRR will help create and implement innovative HR solutions and process improvement initiatives. Additionally, the HR Specialist will serve a pivotal role working with the Chief Operating Officer and DHRR to position the OIG for the implementation of a new Human Resources Informational System (HRIS). The new HRIS will be a Commonwealth-wide system used for payroll, personnel administration, and other human capital management functionalities. Responsibilities include but are not limited to: * Processes time keeping and HR transactions (onboarding, offboarding, employee updates, salary adjustments, leave time, etc.) efficiently and effectively utilizing appropriate technologies. * Responsible for maintaining employee personnel folders, files, records, and documentation with a focus on modernization of this function. * Conducts or assists with onboarding and offboarding. * Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately. * Serves as the liaison with benefits vendors. * Maintains the integrity and confidentiality of human resources files and records. * Answers frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, etc.; refers more complex questions to DHRR. * Consult with DHRR on advice and guidance tor managers on a wide range of issues including recruitment, staffing, performance management, and employee matters. * Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings. * Plans and supports office-wide communications on HR related items including open enrollment and benefit changes. * Responsible for tracking and documenting training and professional development requests and completions including certifications and continuing education credits for OIG employees. * Responsible for reviewing, tracking, and documenting compliance of internal OIG training requirements both mandatory and non-mandatory and work assessments. * Maintains a high standard of HR professionalism in representing the OIG in all interactions with colleagues and supervisors. * Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; reviews policies and practices to maintain compliance. Key Abilities, Skills and Experience: * Ability to review, analyze and compare data for accuracy, completeness, and consistency to then draw conclusions and make appropriate recommendations. * Demonstrated ability and understanding to fully utilize HRIS systems including the Commonwealth's HR/CMS. * Technically savvy - Proficient usage of Microsoft Office products including Word, Excel, PowerPoint, SharePoint and Outlook as well as technologies supporting a remote workplace (e.g., Zoom, Microsoft Teams). * Ability to handle confidential information. * Understanding diversity and the importance/commitment to shaping and developing a positive, inclusive, diverse and supportive work culture. * Ability to supply excellent service to employees and always remaining professional and courteous in internal and external communications. * Strong time-management skills, ability to meet deadlines, multi-task, set priorities and manage time effectively. * Ability to follow instructions and function effectively as a member of a team. * Excellent verbal and written communication skills with the ability to present clear, concise, and prompt communications. * Excellent organizational skills and attention to detail. * Excellent interpersonal, negotiation, and conflict resolution skills. * Knowledge of employment-related laws and regulations. Preferred Abilities, Skills and Experience Include: * Experience with the Commonwealth's HRIS, HR/CMS. * Experience with the Commonwealth's Information Warehouse, CIW. Salary Range: $70,000 - $95,000 Other Position Information: Full time/Exempt Hybrid Work Schedule: The Office of the Inspector General offers a hybrid work schedule. Under this policy, employees may request one of the following weekly hybrid schedules: 1) four days telework and one day onsite; 2) three days telework and two days onsite; 3) two days telework and three days onsite; or 4) one day telework and four days onsite. The onsite location is at OIG's Boston office and employees may work remotely the remainder of the time at a location approved by their supervisor, so long as they comply with the requirements of the Hybrid Work policy. Employees will be assigned to their onsite workspace based on their approved schedule. The approved telework location must be located within Massachusetts or within an approximately two-hour driving or train commute distance. OIG does not reimburse employees for travel to the office. In addition, the successful candidate may be required to work primarily onsite in Boston during the initial training and orientation period and/or for certain positions a primarily onsite role may be necessary.
