Overview of position:
Directs and oversees the CDM Smith federal contracts group, leading in the preparation, negotiation, and administration of all federal contracts across multiple agencies and departments ($300M+ annual federal contract portfolio). Manages and leads continuous improvement of contracts lifecycle management system and internal contracts administration policies and procedures that comply with all FAR requirements. Evaluates key and/or highly complex government contracts, develops risk management solutions, and mitigation strategies. Supervises and develops a team of contracts administrators and managers.
We are open to considering candidates for this position who would be based out of our Fairfax VA, Boston MA or Denver CO offices.
Duties & Responsibilities:
• Provides advanced federal government contracts subject matter expertise in support of operations and business development.
• Maintains expert level competencies and up to date knowledge of applicable law and federal guidelines including but not limited to FARS, DFARs, CFR, and AIDAR.
• Develops policies and procedures for contracts. Oversees the implementation of policies and procedures and monitors compliance.
• Advises leadership and staff on contractual and compliance issues. Develops and improves systematic processes designed to identify risk in proposals and contract awards by staying abreast of the latest issues, policy changes and laws affecting Federal Government Contracting.
• Leads negotiation of complex federal contracts, and related agreements. Negotiates/ participates in strategy development and/or issues affecting the firm or the business.
• Reviews and evaluates complex solicitations, contracts, non-disclosure/confidentiality agreements including protective orders, teaming agreements, property access, license agreements and draft agreements.
• Reviews and evaluates complex proposed joint ventures and LLC operating agreements, as well as team agreements, non-disclosure documents, and other key contractual arrangements, including cross-functional coordination with legal counsel, business development, program management, finance and pricing in support of full acquisition life- cycle operations.
• Leads and develops team of high-performing contracts professionals to support both personal career development and to provide excellent internal customer service to our sales and project operations teams.
• Oversee performance and use of newly implemented Contracts Lifecycle Management system. Ensure value-add performance to the business and continually identify enhancements to best support the business.
• Performs other duties as assigned.

Minimum Qualifications:
• 15 years of related experience with at least 5 of those years in a management or leadership capacity.
• Bachelor's degree.
• Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
Preferred Qualifications:
• Experience in the AEC industry and international development contracts.
• Demonstrated ability to manage geographically dispersed team of professionals.
• Extensive experience with FAR, DFAR, AIDAR, U.S. Code, and Code of Federal Regulations, as well as commercial contracting strategies.
• Expert knowledge within government contracting arena with particular emphasis on contract execution and proposal support.
• Experience with non-disclosure, joint-venture, and teaming agreements.
• Excellent negotiation skills, including experience negotiating complex terms and conditions.
• Experience with FIDIC based contracts.
