State of Massachusetts Deputy Director of Contracts in Boston, Massachusetts

The Department of Developmental Services (DDS) seeks an analytical, detailed orientated, and highly organized individual to fill the Deputy Director of Contracts role. The selected candidate will report directly to the Director of Contracts and oversee the day-to-day operations of the $2.1 billion Purchase of Service (POS) system. Within the Secretariat, DDS manages the largest volume of POS contracts, service engagements, and spending. The Deputy Director of Contracts will issue and oversee implementation of guidance for contract administration to the contract offices in the four DDS regional offices. The Deputy will work with the regional offices to improve business process efficiency and compliance with state procurement and contracting rules and regulations and make recommendations to the Director related to contracting policies. The Deputy will also oversee data analysis related to POS programs, including developing processes for projecting POS spending, forecasting impacts of new policies, and responding to ad hoc inquiries from other Central Office business units. This incumbent will serve as the agency lead and liaison to the Executive Office of Health and Human Services (EOHHS, EHS), for setting regulated rates for new services, reviewing current rates bi-annually, and performing related duties as assigned. Duties and Responsibilities (these duties are a general summary and not all inclusive): - Serves as DDS liaison to EHS pricing staff charged with setting rates for direct services purchased by DDS under Chapter 257. - Works directly with EHS to set regulated rates for new programs; oversees the biannual review of regulated rates according to guidelines set forth in statute. - Conducts data analysis, recommends rate structures, and gathers input through surveys and meetings with providers. - Communicates updated rates to internal and external constituent groups; coordinates DDS response to all rate-setting activities. - Determines fiscal impact of regulated rate increases and effects on future budgets. - Directs and manages an efficient system of control through the implementation of the Purchase of Service System (POS). - Oversees the implementation of procurement rules and regulations and issuance of Bids (RFR) using Contract Life Management (CLM) and COMMBUYS. - Guides regions on processing 4,100 contracts and engagements yearly and ensures that operational policies and procedures are efficiently and effectively implemented. - Participates in businesses process improvement efforts led by senior management; develops curriculum and provides training. - Facilitates operational problem-solving and decision-making; improves communications between Central Office and four Regional Offices. - Oversees data analytics related to spending and service utilization in Purchase of Service contracts. - Develops tools and methodologies for projecting spending for various services and/or accounts. - Coordinates with Budget Unit related to forecasting costs associated with new POS policies; Develops approaches to integrate data-driven spending analytics into regional contracting and budgetary business processes, including integration with the Financial Management Information System (FMIS). - Assists the Director of Contracts in deciding strategic, policy, program, and operational systems and service provision issues; prepares position papers for the Department. - Participates in agency planning and policy development & represents the Department on program policy, service provision, and operations systems workgroups. - Interacts with representatives of EOHHS agencies, state agencies, providers, and the public; represents the Director when appropriate; performs other duties as assigned. Preferred Qualifications: - At least five (5) years of professional, administrative, and supervisory or management experience in a complex public or private agency is required; experience in the design and implementation of business and change management processes is preferred. - Familiarity with ICMS, FMIS, EIM, MMARS, CLM, COMMBUYS and accounting systems. - Knowledge of DDS regulations, policies, procedures, programs, and services. - General understanding of Operational Services Division procurement rules and regulations. - Broad knowledge of agency procurement and contracting policies, procedures, and standards. - In-depth knowledge of accounting, revenue and budget policy, and practice. - Demonstrated understanding of the statute that governs Chapter 257 of the Acts of 2008. - Proven knowledge of the principles and practices of management, including contract negotiations and practices, and business process improvement theory and practice. - Skilled in computer database development methodologies. - Ability to lead, inspire and empower a diverse team by demonstrating confidence and leadership presence. - Strong interpersonal skills and excellent communication abilities, both written and in person. - Experience with training and curriculum design and instructional strategies. - Ability to mediate conflicts, coordinate competing interests, and work under time constraints. - Skilled in problem-solving, consensus building, and team building. - Proficient usage of Microsoft Office products, including Word, Access, Outlook, Excel, and PowerPoint; ability to use Adobe Sign and DocuSign.
