_Agency Overview_ The Division of Capital Asset Management and Maintenance (DCAMM), which oversees over $2 billion in capital programs and projects, is responsible for capital planning, project delivery, property management, and real estate services for the Commonwealth. DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce. _G__eneral Statement of Duties and Responsibilities_ The Deputy Commissioner for Finance and Administration reports to the Commissioner and is a key member of the agency’s senior management team. The Deputy Commissioner is responsible for directly supervising a team of 6 managers overseeing approximately 80 staff in the Office of Finance and Administration (OFA) and plays a strategic role in the oversight of the agency’s financial and budget activities, information technology and systems, procurement, contracting, accounts payable, risk management, contractor certification, access and opportunity, and general office administration. _Responsibilities include:_ * __ Responsible for overall financial, compliance and administrative activities in support of all agency operations. * Oversees all budget planning, financial analysis and reporting to ensure timely, accurate and compliant information is relayed to the Commissioner, Office of the General Counsel, Office of the State Comptroller, Executive Office for Administration and Finance, Governor’s Office and other State agencies as needed. * Serves as chief financial officer overseeing all budget, accounting and expenditure management compliance with Office of the Comptroller requirements, including management of all audits and inquiries. * Lead, support and manage oversight of the 6 business units within the Office of Administration and Finance. * Maintains Agency’s financial and administrative functions which include, but are not limited to: procurement, contract processing, and payments for operating activities and capital projects; capital budgeting and planning and budget performance; strategic planning and performance reporting; integration of information technology and information management; access and opportunity programs for M/WBE business enterprise and workforce participation including program design and compliance enforcement; and office operations. * Oversees and provides leadership to DCAMM’s access and opportunity group which includes the agency’s contract compliance program to help ensure that minority, women and veteran owned businesses and workers have opportunities to actively participate on design and construction projects and the contractor certification program which certifies contractors as eligible to participate on public vertical construction projects. * Provides financial oversight, leadership and guidance within the agency by ensuring compliance with all relevant state laws and regulations, including MGL Chapter 29 (State Finance), Chapter 7C (Capital Asset Management and Maintenance), 801 CMR 21.00 (Procurement Regulations) and Generally Accepted Accounting Principles (GAAP). * Provides administrative and financial support to all DCAMM business units, working with senior management and agency staff to develop and implement policies, procedures, processes, programs and practices to ensure alignment with agency mission and goals and adherence to all relevant laws and regulations. * Reviews and approves all operating reports, spending plans, and forecasting, for accuracy, completeness and to address any major variances between actual and budgeted results. * Responsible for developing, updating and maintaining the Agency’s internal control plan consistent with Office of the Comptroller requirements. * Develops and implements IT strategy in coordination with A&F IT and oversees all end user support for agency technology applications. * Responsible for managing and maintaining enterprise software systems and centralizing the agency’s financial and non-financial data management. * Oversees and provides leadership to the agency’s project controls group, including application solutions, application training and support, records management and capital project bidding. * Represents the Commissioner at Senior Managerial meetings within the agency, secretariat and with external entities across the Commonwealth. _Preferred Qualifications_ * __At least 15 years’ experience working directly in an increasingly responsible role of financial management and administration, including experience in a public sector setting. Minimum of 5 years’ experience with significant program management and direct supervisory responsibilities. * Knowledge of Massachusetts state finance law and experience with the Commonwealth’s accounting system (MMARS) or other large enterprise-wide financial management systems.. * Experience and expertise in public financial management and with issues related to public procurement laws. * Experience in management and use of technology systems to support complex operations. * Familiarity with design and construction, particularly in the Massachusetts public sector preferred. * Experience developing and enforcing internal controls and developing policies and procedures based on financial management best practices, including in areas of procurement, accounts payable, revenue reconciliation, grants management and contract compliance. * Demonstrated experience managing personnel issues, managing in a bargaining unit environment beneficial. * Ability to work with and bring together multidisciplinary teams to solve problems.
