State of Massachusetts Assistant Director of Food Access & Nutrition in Boston, Massachusetts

The Department of Transitional Assistance (DTA) assists and empowers low-income individuals and families to meet their basic needs, improve their quality of life, and achieve long-term economic self-sufficiency. DTA is actively searching for an/Assistant Director of Food Access & Nutrition/. To be successful in this position, you must be strategic, collaborative, innovative, and motivated. Reporting to the Director of Food Access and Nutrition Programs, you will provide leadership in planning, developing, implementing, and monitoring the Summer Electronic Benefits Transfer (EBT) Program. Beginning this summer, the program's purpose is to ensure that continued access to food is available when school is not in session for the summer. You will collaborate with a partner agency, the Department of Elementary and Secondary Education (DESE), to secure the program's annual federal administrative funding and develop the yearly plan for federal approval. Additionally, you will provide leadership in implementing, monitoring, and evaluating the SNAP Restaurant Meals Program (RMP) pilot program, which allows older adults (60 ), homeless individuals and families, and people with disabilities to buy food at authorized restaurants/food trucks using their SNAP EBT card. DTA attracts people passionate about public service, who love to work in a fast-paced environment, and who are committed to diversity, equity, and inclusion._ *Responsibilities (the following represent a general summary and are not all-inclusive):*** * Facilitate and support access improvement strategies and promote collaboration with external partner agencies, community-based organizations, stakeholders, and legal advocacy groups. * Ensure collaborative problem-solving and decision-making processes are utilized to maximize the effectiveness and resources of all invested parties. * Organize and facilitate formal work and focus groups to obtain and incorporate stakeholder feedback. * Collaborate with other stakeholders and government agencies to develop tools, resources, and system enhancements to improve service delivery and access. * Research, develop, and disseminate resources and tools to streamline access and assistance and improve the collaboration between DTA and its contracted providers. * Ensure rigorous adherence to federal and state reporting mandates within the summer EBT program. * Collaborate seamlessly with external partners to formulate, assess, and submit the annual Summer EBT State plan and budgets to the USDA. * Uphold the commitment to submitting all required reports to the USDA promptly. * Devote efforts to providing technical assistance and support to all Summer EBT-eligible families, school districts, and other organizations involved in the program. * As appropriate for effective program management, take ownership of the creation, maintenance, and regular updates of all contracts. Conduct training sessions for schools and partner agencies on the program requirements and host and attend events to promote the program across the Commonwealth. * Expand the SNAP Restaurant Meal Program (RMP) inMassachusetts. * Conduct comprehensive oversight reviews of contracted restaurants and food trucks to ensure compliance with federal and state regulations and the success and integrity of the RMP. * Organize collaborative work groups consisting of government agencies, community-based organizations, and key players in food security. * Connect and develop relationships within the anti-hunger network to further identify partnership opportunities. * Research collaborative initiatives nationwide to identify best practices and develop outreach and nutrition education program recommendations. *Preferred Qualifications:* * Proficiency in Federal and State regulations, DTA policies and procedures, the local, state, and national anti-hunger network, private, public, and non-profit social service agencies, and comprehensive knowledge of the work completed by various government agencies.** * Experience with the design and implementation planning, policy, research, and evaluation processes.** * Familiar with linkages to community-based services, advocacy, and resources.** * Expertise with key entities in the food security network, social determinants of health, and the impact of food security.** * Skilled in problem-solving, consensus building, conflict resolution, and team building.** * Excellent analytical, organizational, interpersonal, and verbal/written communication skills.** * Strong problem-solving orientation and track record of exercising initiative, discretion, and judgment in managing high-profile projects.** * Experience managing adiverse team and ability to address cross-functional needs and goals.** * Passion for public service andcommitment to cultivating a diverse, inclusive, and supportive environment. *Agency Mission:* The Department of Transitional Assistance is the state agency responsible for administering public assistance programs to low-income residents of the Commonwealth.
