The Division of Local Mandates (DLM) determines the financial impact on cities and towns of proposed and existing state laws, rules, and regulations. The Division makes mandate determinations pursuant to M.G.L. c 29, § 27C, and has the authority to investigate laws and regulations that may have a significant municipal financial impact pursuant to M.G.L. c 11, § 6B. GENERAL STATEMENT OF DUTIES: This Administrative Policy Research Analyst will provide administrative support to the Municipal Finance Oversight Board, assist inresponding to requests from local government leaders to determine if a state law is an unfunded mandate on municipalities, and assist in conducting cost certifications to reimburse mandated costs (including certifying election costs for uniform polling hours and early voting, both in person and by mail). The position will also have responsibilities related to authoring statutory impact reports and municipal impact studies that identify issues driving municipal costs and make recommendations for how the state and municipalities can reduce costs and improve outcomes. SUPERVISION RECEIVED: Works under the direction of DLM’s Director. SUPERVISION EXERCISED: N/A. DUTIES AND RESPONSIBILITIES: DLM’s Administrative Policy Research Analyst will provide support to all functions of the office, with specific duties and responsibilities including but not limited to: · Supporting the Municipal Finance Oversight Board by handling communications, reviewing documents, crafting memos, and preparing packets and minutes. · Assisting in the collection, verification, and certification of election costs for all 351 municipalities by preparing surveys, advancing communications, reviewing submissions, analyzing data, creating supporting materials, and maintaining records. · Performing research related to mandate petitions, drafting related documentation, and digitizing and organizing records. · Working collaboratively with DLM legal counsel as needed to conduct research and analysis related to statutory fiscal impact reports, which will includeresearching and reporting on laws and administrative regulations which have a significant financial impact upon cities and towns. · Conducting research and drafting reports as assigned, to advance municipal impact studies or issue briefs. · Performing departmental administrative tasks including but not limited to: data entry; managing and scheduling meetings, appointments and conference calls; copy editing; photocopying and scanning; and document organization and filing. DLM’s Administrative Policy Research Analyst will also: · Develop and maintain a comprehensive understanding of OSA procedures and systems relevant to successful performance of job duties. · Regularly update supervisors of progress on all assigned tasks. · Respond to emails and phone calls in a professional manner. · Perform all other duties related to the work of DLM as required. MINIMUM QUALIFICATIONS: /This is an entry-level position. The successful candidate will have exceptional oral and written communications skills and will be reliable, punctual, collaborative, and truly interested in the work of the office. Applicants must possess and/or demonstrate:/ · A degree or work experience in public administration, public policy, law/paralegal, or related field. · The ability to gather relevant information from trusted and accurate sources to prepare internal analysis and final reports for public release. · Exceptional ability to communicate effectively, both orally and in writing. · The ability to work independently and as part of a team. ADDITIONAL PREFERRED QUALIFICATIONS: /Candidates with one of more of the following may be particularly well suited for this role:/ · Juris doctorate; particularly candidates with advanced research and writing experience as with law review or a judicial clerkship. · Paralegal training or experience. · Advanced training or experience in research methods and data analysis. · Bachelor's or Master’s degree in public administration, public policy, or related field. · Other indicators of high potential for strong and immediate contributions.
