Phillips 66 Technical Specialist - Borger/Amarrillo, TX in Borger, Texas

The Technical Specialist is part of the Instrumentation & Electrical section of the Technical Specialist Program within the Midstream Maintenance Organization which supports Gas Plants, Pipelines, Terminals, and other facilities. The role is primarily responsible for providing technical support to front line employees including training, advanced troubleshooting and some project development and commissioning. The role may be required to assist with emergency response and recovery activities and to assist with front line activities when an area is shorthanded. Responsibilities are subject to change as business and other conditions require. Position will be supporting Borger and Amarillo areas based on business needs.

Responsibilities May Include:

  • Providing technical training to support the Midstream Skills Expansion Program

  • Working with the Learning and Development Team to assess technical skill levels of field operations personnel

  • Providing technical training and technical assistance to field operations personnel

  • Participating in / assisting with Skill Qualification and Operator Qualification skill evaluations and re-verification of field operating personnel

  • Enhancing the technical capabilities of field teams to maximize their impact

  • Providing guidance and expertise on advanced troubleshooting, maintenance, calibration, repair and replacement of electrical, instrumentation, controls and automation equipment

  • Providing technical guidance for design, installation and operation of electrical, instrumentation, controls and automation equipment

  • Acting as a technical resource for project development, execution and commissioning of electrical, instrumentation, controls and automation equipment

  • Providing I&E, controls and automation technical expertise to support I&E Technicians, as well as engineering, operations and maintenance personnel

  • Working with Engineering and other Technical Specialists to ensure related standards, policies, and procedures are fit for purpose and cost-effective

  • Identifying new technologies in support of reliable and cost-effective operations and staying current with changes to industry regulations, standards, and practices

  • Supporting the implementation of new tools, processes and technologies, including related training

  • Supporting related Emergency Response activities

Required Qualifications:

  • Legally authorized to work in the job posting country

  • High School Diploma or GED equivalent

  • Valid driver's license

  • Willing to travel based on business needs

  • 5 or more years of experience working in Midstream Operations

  • 5 or more years of experience troubleshooting, maintaining, and repairing electrical, instrumentation, controls, and/or automation equipment

  • Intermediate level of knowledge of gas plants, and/or pipelines and terminal operating equipment and control devices

  • Advanced knowledge of industry safe work practices, National Electric Code and hazardous area classifications

  • Demonstrated ability to effectively use following software to download and interpret data for troubleshooting:

  • Rockwell Studio 5000,

  • RSLogix 500,

  • Siemens PLC's,

  • Motor protector software Multiline and SEL

  • Currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card prior to employment start date. Note: information regarding TWIC qualification standards may be found at https://www.tsa.gov/for-industry/twic

  • Willingness and ability to perform and comply with following, with or without reasonable accommodations:

  • To climb up to 50 feet using both inclined and vertical steps/ladders

  • To lift up to 45 pounds

  • To bend, kneel, knee stand and squat up to 30 minutes at a time

  • To sit and stand for prolonged periods over 2 hours at a time according to job demands

  • To work outside in harsh weather conditions

  • To work alone a high percentage of the time

  • To respond to emergency calls as needed

  • To work overtime on an as-needed basis

  • To work with chemicals and bases

  • To wear personal protective equipment (such as fire-retardant clothing, steel-toe shoes, ear and eye protection)

Preferred Qualifications:

  • Associate degree in Electrical Maintenance, Instrumentation or Industrial Electronics

  • 8 or more years of experience troubleshooting, maintaining, and repairing electrical, instrumentation, controls, and/or automation equipment

  • Experience developing and managing technical training programs

Midstream
