Top Required Skills & Years of Experience:

  • At least ten years of experience as a Business Analyst as well as strong experience as a project manager
  • Strong understanding of project management methodologies (Agile, Waterfall, etc.)
  • Excellent analytical, problem-solving, and decision-making skills
  • Proficient in project management software (e.g. Azure DevOps, MS Project) and data analysis tools (e.g., Excel, SQL)

Nice to Have Skills:

  • Business Analyst/Project Manager experience in the State and/or local government sector
  • Enhancement/issue tracking system experience
  • Knowledge/experience with the Salesforce platform and tools

Business Analyst/Consultant IV Description

Job Title: Business Analyst Consultant IV

Location: Candidate must reside in Wisconsin or relocate to WI prior to starting the role

Position Summary:

We are seeking a motivated and detail-oriented Business Analyst Consultant IV with strong project management experience to join our team and drive strategic initiatives that enhance our operations and deliver value to our constituents and business partners. The Business Analyst must be able to demonstrate project management knowledge as they will play a dual role, focusing on both analysis and project management. This individual will collaborate with stakeholders to gather requirements, analyze business processes, and lead projects from inception to completion, ensuring alignment with organizational goals.

Required

  • At least ten years of experience as a Business Analyst as well as strong experience as a project manager
  • Strong understanding of project management methodologies (Agile, Waterfall, etc.)
  • Excellent analytical, problem-solving, and decision-making skills
  • Proficient in project management software (e.g. Azure DevOps, MS Project) and data analysis tools (e.g., Excel, SQL)
  • Exceptional communication and interpersonal skills, with the ability to engage stakeholders effectively
  • Strong knowledge of SDLC best practices
  • Ability to learn quickly; synthesize complex information; identify key points and communicate results accurately and effectively
  • Ability to develop works plans, estimate effort, and track progress on projects and tasks
  • Ability to develop and execute QA test plans and procedures as well as oversee others performing work
  • Conceptual understanding of web applications, CRM, and relational database architectures
  • Ability to develop training materials and program delivery/presentation
  • Ability to collaborate with vendors ensuring project alignment and goal achievement
  • Ability to provide excellent customer service

Strongly Desired

  • Business Analyst/Project Manager experience in the State and/or local government sector

Example Responsibilities:

Business Analysis:

  • Collaborate with stakeholders to identify business needs and translate them into functional requirements.
  • Conduct thorough data analysis to inform decision-making and identify opportunities for improvement.
  • Develop process maps, workflows, and documentation to enhance operational efficiency.
  • Facilitate workshops and meetings to gather insights and feedback from cross-functional teams.
  • Facilitate User Story development: Define/document requirements, acceptance criteria, create subtasks, prioritizat on of tasks, map stories, estimate workload, etc.

Project Management:

  • Lead project planning, execution, and monitoring, ensuring projects are delivered on time and within budget.
  • Define project scope, goals, and deliverables in collaboration with stakeholders.
  • Create and maintain project schedules, resource plans, and risk management strategies.
  • Communicate project status, challenges, and successes to stakeholders at all levels.

Collaboration & Communication:

  • Foster strong relationships with internal and external stakeholders to ensure alignment and support for projects.
  • Prepare and present reports, dashboards, and updates to executive leadership.
  • Serve as a liaison between technical teams and business units to ensure effective implementation of solutions.
