Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Water Quality Analyst 3 for the Boise Regional Office.
Salary Range: $29.75 – $33.71
Responsibilities:
· Develop subbasin assessments and total maximum daily load (TMDL) reports:
Manage and develop at least one high-profile or large-scale TMDL document.
Coordinate diverse stakeholders and groups.
Network with regulated parties and ensure open communication.
Determine the nature and scope of environmental problems.
Evaluate information to identify patterns and problems.
Recommend research activities.
Develop management recommendations.
Conduct public outreach and education.
Offer regulatory assistance and consultation to industry, municipalities, citizens, the public, special interest groups, and agency staff.
Hold principal accountability for decision making.
· Assist with regional water quality monitoring activities:
TMDL Development
Assist with the Beneficial Use Reconnaissance Program.
Monitor cyanobacteria andEscherichia coli(E. coli) source evaluations.
Respond to complaints.
Monitor, prepare, write, and facilitate public participation for reports.
Oversee and participate in monitoring activities.
Conduct regional strategic planning, program development, and implementation.
Create recommendations and monitor the program budget.
Analyze data and provide it to other regional office staff.
Stay current on monitoring protocols and update fellow staff.
· Implement state water quality standards, policies, procedures, and management activities with private, local, state, and federal agencies.
· Carry out other duties:
Respond to public records requests.
Facilitate interagency collaboration and meetings.
Act as temporary regional manager when necessary.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• Some travel may be required.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to lift and carry up to 30 pounds over rough terrain.
• Ability to work in adverse or inclement weather.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Must be able to swim and perform field monitoring work without on-site assistance or supervision.
• Occasional travel required.
• May be required to travel and stay overnight in remote areas.
• May come into contact with hazardous waste/materials.
