Bureau of Land Management Supervisory General Supply Specialist (Assistant Cache Manager) in Boise, Idaho

Responsibilities Serves as the Assistant Cache Manager for the Great Basin Incident Cache Unit (GBK). The incumbent’s primary responsibility is for coordinating the cache's activities. Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations. Makes recommendations for budget adjustments. Provides oversight to the daily operations of each program area that include the NIFC Mail Service, and File Clerk, Logistic office; and Transportation office, also tasked with managing Transportation Office operations. The incumbent plans the work to be accomplished, sets, and adjusts short-term priorities, and prepares schedules for completion of work and assigns work to subordinates based on priorities. Evaluates work performance of subordinates; gives advice, counsel, or instruction to subordinates on both work and administrative matters. The incumbent is also responsible for maintaining quality standards and ensuring that quantity standards are met by conducting inventory spot checks of work operations and reviewing completed work. Coordinates with units requesting services to ensure timely and appropriate response to emergency and support situations,. Ensures the implementation the operational applications and utilization and to monitor the integrity of an inter-agency automated inventory management system. The incumbent is responsible for assisting management in planning, operational budgeting with limited budget authority of two million dollars; The incumbent is responsible for managing inventory of trackable items , durable goods , and consumables in order to support the NISC, ensuring that fire management needs at the geographical level are integrated to achieve success. Provides guidance on specifications for supply and equipment items to the Inventory Management Specialist for purchase. Manages the shipment of all fire stores and special program equipment. Recommends improved methods, policies, guidelines, and standards addressing areas such as acquisition, storage, inventory, repair/refurbishment, distribution of supplies, and contractual needs for program operation. Generates daily reports on current inventories and work closely with Incident Management Teams (IMT) to ensure that supplies are shipped fairly to all wildland incidents. For GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: managing and supervising multiple work functions, contributing to the establishment of standards for the coordination, procurement, and allocation of equipment and supply resources, familiarity with National Fire Equipment System (NFES) standards or other relevant fire standards, identifying fiscal requirements, overseeing warehouse budget, and handling personnel-related administrative tasks. -OR- Education: A PhD or equivalent doctoral degree or 3 years (90 semester hours) of graduate education leading to a PhD which is DIRECTLY related to work of the position. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Physical Demands: Both physical and emotional demands can be extreme. Operations in potentially hazardous areas and situations are common and appropriate personal protective equipment (PPE) may be necessary. There is occasional lifting of boxes up to 50 pounds. Extended work hours with limited time off and odd duty hours are standard. The incumbent is subject to call back during fire operational season. Work Environment: Work is primarily in an office setting, on an active warehouse floor, and in the Returns Warehouse operations. Hazards include noise, dust, fumes, moving machinery, and vehicles. Summer heat and winter cold are factors due to the nature of the operations. Occasional visits to an incident base camp may be necessary to perform inventory inspections. During site visit dust, traffic, smoke, and uneven walking surfaces may be encountered. The incumbent will carefully adhere to all safety procedures to mitigate risks for possible hazards encountered. Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
