Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Source Water Protection Coordinator – Analyst 4 for the Drinking Water Protection and Finance Division for the State Office in Boise, Idaho.

The Source Water Protection Coordinator leads efforts to prevent contamination of Idaho’s public drinking water sources, including both groundwater and surface water. This position plays a critical role in safeguarding the untreated waters that supply our public water systems, which are vulnerable to contamination from various land use practices and potential contaminant sources.

Salary Range: $34.25-$38.82

Responsibilities:

Manage Source Water Protection Program

  • Lead the source water protection grant program, including developing and updating outreach materials, screening applications, disbursing funds, and tracking projects.

  • Oversee the planning and management of the source water protection budget.

  • Provide guidance, training, and support to regional source water staff.

  • Conduct program reviews and develop reports to ensure compliance with work plan requirements.

  • Collaborate with the Groundwater Bureau Chief to develop and negotiate the annual work plan with the US Environmental Protection Agency.

  • Coordinate with regional managers and the Ground Water Bureau Chief to develop, track, and report performance measures.

  • Facilitate collaboration with DEQ divisions, other state and federal agencies, and third-party service providers to identify and mitigate contamination sources.

· Administer Source Water Protection Grants and Contracts

  • Lead the Source Water Protection Grant Program, including developing and updating outreach materials.

  • Screen and evaluate grant applications against established criteria and oversee the grant prioritization process.

  • Manage, track, and ensure the successful completion of grant projects.

  • Coordinate the disbursement of funds and ensure proper closure of grants in compliance with DEQ policy.

· Coordinate Internal Source Water Protection Efforts

  • Partner with regional offices to set priorities and monitor progress on source water assessments.

  • Work closely with the Ground Water Bureau Chief to oversee technical services related to source water assessment modeling and GIS work.

· Maintain and Enhance Source Water Protection Databases

  • Develop, maintain, and enhance essential source water protection tools and applications, including the Source Water Assessment Online database and the Source Water Protection Plan Template.

· National and Regional Collaboration

  • Participate in the national Source Water Collaborative and other relevant regional or national workgroups, contributing to the broader source water protection community.

· Facilitate Idaho Source Water Collaborative

  • Lead the Idaho Source Water Collaborative, overseeing its activities and ensuring the maintenance of the associated website to foster partnerships with external stakeholders.

· Conduct Outreach and Education

  • Organize and deliver source water protection education and outreach activities, including training workshops for public water systems and local government officials, in coordination with staff and other parties.

    Minimum Qualifications:

    Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college.

AND

At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public.

OR

Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.

Required Specialty Minimum Qualification

DEQ 5211A - Administrative

Must have at least one year of project management experience involving project planning and administration, including relevant research, documentation, timelines, reports and implementation.

Desired Specialty Minimum Qualification

DEQ 3134 – Water

May have education and experience in the areas of aquifer assessment, aquifer protection, ground water or surface and drinking water pollution, such as designing, reviewing or implementing any of the following: water contamination investigations, ground water remediation projects, TMDL evaluations, ground water and surface or drinking water monitoring projects. Typically met by possession of a Bachelor’s degree with coursework in either geology, hydrogeology, geophysics, environmental science, geochemistry, environmental health, environmental or civil engineering, soil science, or in a closely related field AND approximately three (3) years of full-time work experience in the areas of aquifer assessment, aquifer protection, ground water or surface and drinking water pollution; such as designing, reviewing or implementing any of the following: water contamination investigations, ground water remediation projects, TMDL evaluations, ground water and surface or drinking water monitoring projects.

OR Possession of a Master’s degree in any of the previously listed fields

AND approximately two (2) years of full-time work experience performing the previous examples of work.

DEQ 3002 - General Environmental

May have approximately six (6) months of full-time work experience in environmental education with responsibility for preparing public education materials and conducting public outreach (examples would include information meetings or workshops, brochures, fact sheets) for an environmental program;

OR Successful completion of college coursework and approximately twenty (20) hours of training involving public education techniques.

Physical Requirements:

• Ability to sit and work on a computer for 2-4 hours at a time.

• Ability to bend and reach for filing purposes.

• Some periods of heavy reading and typing are required.

• Ability to lift 30 pounds when working with file boxes.

• Some travel may be required.

• Occasional travel required.
