PROJECT MANAGER 1 – Planning & Projects Bureau
DESCRIPTION
If you are interested in being part of a dynamic team working on a wide range of projects and programs that will have a lasting impact on the State of Idaho, the Idaho Department of Water Resources (IDWR) has an opening for a Project Manager 1 in the Planning and Projects Bureau, located in our State Office in Boise, Idaho. This position provides a unique opportunity to combine technical, project management, and supervisorial skills while carrying out water resource sustainability and aquifer stabilization initiatives on behalf of the Idaho Water Resource Board (IWRB).
The person in this position oversees and supports a range of projects which address local or regional water supply issues, water planning initiatives and settlement agreements, and the IWRB’s financial program, water right portfolio, and internal process and data management projects. This position will be actively involved in the development and revisions of project goals, work plans, timelines, and implementation strategies. Successful candidates will demonstrate an ability to oversee and manage programs; develop and administer budgets, communicate effectively to a wide range of stakeholders and partners; develop and implement solutions to complex problems; analyze and evaluate project and program results; and represent the IWRB and IDWR at meetings and hearings. This position will supervise and develop individuals; train and advise staff; and provide guidance and direction to other Bureau team members.

EXAMPLE OF DUTIES
· Hires, trains, supervises, and evaluates staff.
· Develop and implement solutions to complex problems usually on a local or regional scale.
· Oversee the planning, design, and implementation of projects.
· Oversee the operation of existing water and project assets.
· Provide technical guidance on particularly political or complex water issues.
· Development and management of contracts, budgets, and project performance metrics.
· Identify decision-making issues and key stakeholders, develop and implement strategies to encourage and obtain stakeholder and/or community awareness and support.
· Represent IWRB or IDWR at public meetings, presenting complex topics to different audiences, including representing the IWRB and IDWR at hearings.
· Effectively communicates with internal and external audiences through written, verbal, and presentation formats.
MINIMUM QUALIFICATIONS
· Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes.
Typically gained by a college or university courses or equivalent (at minimum 40 hours) OR four years of experience performing related duties.
+ + Experience interpreting and explaining specialized or complex material into information usable by the public. Typically gained by four years of experience developing and managing projects.

DESIRED QUALIFICATIONS
· Good knowledge of water projects, water rights, and/or water law, preferably in the State of Idaho.
· Experience supervising staff including hiring, training and developing, and evaluating performance.
· Experience working with stakeholders including the planning, coordination, and facilitation of meetings.
· Experience analyzing, interpreting, and applying federal, state, and local laws when applying engineering, hydrologic, geologic, or hydrogeologic principles.
