Purpose of Position

Supports the Planning & Evaluation team within IDVR by leading efforts in the areas of program monitoring to include Case File Review, compliance with federal and state program requirements/reporting, Benefits Planning project management and monitoring, and quality assurance activities.

Responsibilities

Program Evaluation and Analysis

Evaluates program operations and services Recommends and plans actions to bring about compliance with regulations and program goals Collaborates with managers across agency levels to formulate long-range objectives, short-term operational goals and implementation plans.

Researches evaluation methods to remain up-to-date with contemporary evaluation design, approach, and standards. Develops and adapts various tools for program evaluation. Participates in communities of practice both online and in person.

Analyzes information obtained to develop recommendations for improved tools to be applied to program evaluation within the agency for the purpose of determining needed improvements in service delivery.

Ensures that the applied tools produce valid, reliable, and actionable information.

Quality Assurance

Leads quality assurance activities to identify ways to measure quality in such areas as customer, employer, and staff satisfaction

Plays an integral role in moving the agency forward in its efforts to produce more timely data in the life cycle of service delivery to improve services at a point where intervention is still meaningful to the stakeholders interested in the data.

Assesses external research requests, as assigned, to recommend to the administrator whether the agency's participation would be cost-effective given the time/effort required and potential benefits to the agency and its customers. Leads resulting research efforts.

Process Improvement

Uses a systematic approach to design, modify or adapt a major program or operation to optimize performance outcomes and achieve more efficient results.

May serve as the process expert for all information related to a process, as appropriate.

Creates, updates, and approves documents (procedures, workflow, protocols) to support the process.

Internal Controls - Operations, Reporting and Compliance

Provides technical expertise in the development of policy and/or procedure to ensure operational controls for both the General Program and State Supported Employment Program.

Remains current with regulatory and sub-regulatory guidance to develop and maintain the technical expertise required to inform the development of operational controls.

Ensures the accuracy of data recorded in drafts of federal and state reports both from an overview perspective based on general knowledge of program performance and by reconciling report details to other data sources.

Creates and maintains various tools to assist agency leadership and/or staff at various levels with periodic analysis of data, trends, and data reconciliation to inform or promote compliance.

Analysis, Interpretation, and Communication of Data

Leads on committees to gather information or plan studies to evaluate performance data.

Compares actual performance against performance targets.

Identifies performance issues and recommend solutions.

Collaborates with information technology staff, program staff and outside contractors to evaluate existing systems and plan enhancements

Minimum Qualifications

Good knowledge of: project management; organizational(program) and/or business analysis and evaluation; process improvement methodology.

A minimum of 2 years' experience working in Public Vocational Rehabilitation and/or in Program Evaluation/Quality Assurance.

Demonstrated ability to navigate information management or case management systems.

Prior experience with policy and procedure development requiring strong technical writing skills.

Working knowledge of office equipment such as printers and scanners typically gained through work experience using this equipment.

Working knowledge of an email application (including sending, forwarding, attaching, and calendar functions) and word processor software, as well as familiarity with the use of a search engine (e.g., Google, Microsoft Edge, etc.) typically gained by at least one year of experience using these applications on a regular and frequent basis.

Ability and willingness to travel (which may include overnight travel) to engage in planning and evaluation activities throughout the State and for training, meetings, and conferences, as needed.

Preferred Qualifications

Certified Rehabilitation Counselor (CRC) is preferred.

Working knowledge of a state workforce development system.
