The current opening is located in the Pavement Asset Management Group. The Pavement Asset Management Group is a specialized team dedicated to optimizing the performance, safety, and lifecycle of pavement assets. By leveraging data-driven strategies and state-of-the-art technologies, the group ensures the efficient allocation of resources for the maintenance, rehabilitation, and management of pavement infrastructure. The group collaborates with public agencies, private entities, and industry stakeholders to maintain high standards of service, sustainability, and compliance with regulatory requirements. The ideal candidate for this position will be responsible for conducting in-depth research, analysis, and management of pavement performance data in support of the Highway Performance Monitoring System (HPMS). This role involves integrating pavement condition data into transportation planning, asset management, and performance evaluation systems to ensure compliance with federal, state, and local requirements.
EXAMLES OF DUTIES:
Analyzes data, interprets trends, and results of the findings, and develops conclusions using specialized software and tools.
Serve as the Highway Performance Monitoring System (HPMS) Coordinator to create the annual data submittal to Federal Highway Administration (FHWA).
Interacts and communicates effectively with ITD, FHWA, Local Governments and the public including interpreting and explaining Federal guidelines and HPMS requirements while making independent decisions and meeting tight deadlines.
Responds to ad hoc data requests and provides responses in an accurate, concise, and timely way.
Identifies erroneous or questionable data and corrects or contacts or directs staff to contact providers to verify and correct.
Generates, compiles, and submits reports as required.
Reviews and confirms accuracy for all federal and state reports and guidelines.
Communicates results of data extractions and internal analysis as needed.
Sustains methods for data quality and security.
Support the development and maintenance of pavement management systems (PMS).
Understands and appropriately applies principles, procedures, requirements, and policies related to specialized expertise and for compliance with Federal laws, regulations, and guidance.
Assist the Pavement Asset Manager with data analysis and special request.
MINIMUM QUALIFICATIONS:
Excellent verbal, written, and listening communication skills.
Proven, high quality customer service (internal and external customers).
Ability to work collaboratively.
Solid ability to analyze situations carefully and adopt appropriate courses of action.
Ability to understand and adhere to the duties, methods, and procedures required by the position.
Excellent organizational skills and attention to detail.
Ability to prioritize tasks.
Ability to effectively communicate to large and small group audiences.
Proficient with Microsoft Office Suite or related software.
PREFFERED QUALIFICATIONS:
Experience in pavement analysis, transportation data management, or a related field.
Familiarity with FHWA’s HPMS requirements and guidelines.
Experience with predictive modeling and machine learning techniques.
Experience in ArcGIS products and GIS analysis techniques.
EDUCATION AND EXPERIENCE:
Bachelor’s degree in a related field
PHYSICAL REQUIREMENTS:
Prolonged periods of sitting at a desk and working on a computer.
Must be able to lift and move up to 50 pounds at times.
Flexible hours of 20-25 hours per week.
Travel may be required up to 10% of the time.
