The Idaho Department of Health and Welfare, Division of Medicaid, has a tremendous opportunity for a forward-thinking, innovativePharmacy Director to lead our pharmacy program inBoise.This position facilitates the pharmacy benefit for over 300,000 Idahoans across our state, valuing $600 million per year. This position will lead a team of four pharmacists and five pharmacy techs and will provide clinical oversight for our pharmacy benefits administrator and supplemental rebates contracts. The position reports directly to the Medical Director and involves working closely with expert stakeholders and the Medicaid leadership team to ensure that Medicaid participants are receiving the safest and most effective medications for their acute and chronic conditions while maximizing savings for the state.

This is an opportunity for a pharmacist with significant experience in leadership, population health management, health systems reform, cost modeling, and cost-effectiveness work. The ideal candidate will have direct patient care experience, through medication therapy management or post-graduate training, and experience in value care, including value-based purchasing.

This position may be eligible for telework after successful completion of probation.

    EXAMPLE OF DUTIES:

  • Strategic planning, budget oversight, quality improvement, and resource management for the pharmacy program.

  • Development and revision of pharmacy policy, rules and regulations.

  • Development of clinical prior authorization criteria and associated software rules for automated and manual prior authorizations.

  • Preferred drug list (PDL) maintenance, including combining cost modeling and clinical evidence.

  • Clinical oversight of the pharmacy benefit administrator vendor.

  • Clinical oversight of the supplemental rebate vendor, including any value-based purchasing contracts.

  • Oversight of the actual acquisition cost reimbursement methodology including annual surveys and periodic updates. Oversight of dispensing fee. methodology and the 340B pharmacy program.

  • Oversight of hearing and appeals for pharmacy program.

  • Coordination of advisory groups, including the Pharmacy and Therapeutics Committee and Drug Utilization Review Board.

  • Hiring, supervision and performance review of a professional staff of pharmacy technicians and pharmacists.

    MINIMUM QUALIFICATIONS:

    You must possess all the minimum qualifications below to pass the exam for this position.   • Requires l icensure in Idaho or eligible for reciprocal licensure as a pharmacist (Idaho Code 54-1722).If you have questions concerning licensure, please call the Idaho Board of Pharmacy at (208) 334-2356.

  • Good knowledge of supervisory practices.Typically gained by successful completion of courses or seminars that included all the essential elements of management (planning, organizing, staffing, directing and controlling); OR at least one year of experience performing as a supervisor that required work assignment, and direction and monitoring of staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations, and handling problem-solving procedures.

  • Experience applying and explaining statutes and policies.Typically gained by one year of experience reviewing information for compliance with statutes and policies and procedures.

    Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Post-graduate training in pharmaceutical care, such as ambulatory care or behavioral health.

  • Significant experience working with behavioral health medications, especially for pediatric populations.

  • Good knowledge of state and federal Medicaid requirements, including the Medicaid Drug Rebate Program and Medicaid managed care.

  • Considerable knowledge of healthcare management. Typically gained by at least five (5) years of senior level management experience related to healthcare management in a public or private organization which included managing multiple highly visible programs and responsibility for each of the following: supervision of staff; development of program rules and policies; development of long- and short-range goals and plans; program evaluation; and budget.
