The Idaho Department of Lands (IDL) has one (1) opening for Resource Protection and Assistance Bureau Chief position. This position is a full-time, benefitted position located in our Boise Staff Office in Boise, Idaho.

Minimum filling rate is $46.00.

The final salary rate is negotiable based on experience and qualifications.

About the Resource Protection and Assistance Bureau Chief Position:

The Department of Lands is offering an opportunity for a seasoned manager to lead, inspire, and assure the success of staff in the Resource Protection and Assistance Bureau and to forge strong relationships and alignment with other department staff. The Resource Protection and Assistance Bureau currently includes the bureau chief and four program managers that lead the navigable waterways programs (including lake encroachment permitting; submerged lands easement and lease administration; and processing requests for disclaimers of interest), the minerals regulatory program (including abandoned mine lands program), and the oil and gas program.

The successful candidate will have a diverse and strong background in the regulation and management of natural resources with a service-oriented work style and a superior ability to effectively communicate and work with all levels in an organization. This person must also possess strong character, leadership and interpersonal skills.

Example of Duties:

The Resource Protection and Assistance Bureau Chief’s responsibilities include:

· Creation of a team environment, providing leadership, and motivating staff to accomplish program goals;

· Understanding and working within political and legal environments, gathering information on best practices, and communicating with industry, special interest groups, and the general public;

· Setting expectations for performance, quality of work, and quality of customer service;

· Providing strategic direction for implementation of regulatory and assistance programs;

· Establishing, reviewing, allocating, and monitoring program budgets;

· Interpreting laws, rules, and department policies to ensure consistent application statewide;

· Communicating information on new initiatives, emerging issues, and policy recommendations to department staff statewide and at all levels of the organization;

· Using financial analysis methods, key performance indicators, and other modeling techniques to evaluate and compare various management strategies and allocation of resources to achieve safe, efficient and effective program results;

Negotiating and developing agreements, contracts and memorandums of understanding (MOU’s) to leverage resources and meet statewide management objectives.

Minimum Qualifications:

· Considerable knowledge in natural resource management, and/or public administration.

Good knowledge of:

· Financial analysis methods relating to land management, capital purchase or other investment decisions;

· The laws, rules, and regulations pertaining to navigable waterways and mining.

Experience:

· Researching and applying the laws, rules and regulations pertaining to regulation and management of natural resources such as the Navigational Encroachments Act, Mined Land Reclamation Act, and the Idaho Dredge and Placer Mining Protection Act;

· Researching, writing and implementing policies and procedures that impact a large program;

· Managing or implementing a regulatory program where you performed field inspections/compliance, documented violations and required corrective action;

· Setting goals and objectives for programs and projects and evaluating results;

· Budgeting and evaluating results;

· Working with various groups, individuals and interests to develop understanding, acceptance and support for a program or project;

· Preparing and making oral presentations;

· Developing and monitoring contracts and agreements;

· Compiling, organizing and analyzing technical or programmatic information, defining alternatives and preparing recommendations for senior management, administrators or governing boards;

· Leading and managing staff.

· Less than 10% travel required.

Overtime/Vacation Accrual FLSA:

The Fair Labor Standards Act (FLSA) code for this position is Executive Exempt (E). Vacation accrual is based on the FLSA code and accrual rates can be found at: https://dhr.idaho.gov/wp-content/uploads/Section2Vacation-1.pdf (Exception: Employees engaged in Fire Suppression activities for which overtime hours are earned will be paid at the rate of 1.5 times the hourly rate for each one hour of overtime worked. Payment will be made on the regular pay date corresponding to the pay period in which the overtime work occurred.)
