Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Drinking Water Analyst, Analyst 3 for the State Office located in Boise.
Salary Range: $29.75 - $33.71
Responsibilities:
· Drinking Water Rule Management:
Oversee statewide implementation of assigned rules and their related public notification requirements, including all Phase II/Phase V Inorganic and Organic Contaminant Rules, Radiological Rules, Lead and Copper Rules, Point of Use, PFAS, and other rules as necessary.
Assist with coordination between DEQ and the United States Environmental Protection Agency on the Unregulated Contaminant Monitoring Rule and with other unregulated contaminant issues such as manganese and lead testing in schools and daycares.
Coordinate with other rule leads, field managers, the Decision Support Coordinator, the Compliance and Enforcement Supervisor, other programs, the deputy attorney general, and the Bureau Chief.
Ensure consistent application of the rules by evaluating violation determinations, reviewing and querying the database, and reviewing or developing quality assurance queries or reports.
Review correspondence, analytical results, and other documents. Record issues and address inconsistencies.
Conduct planning, data entry activities, and compliance determination activities.
Perform primacy activities and respond to federal regulations and inquiries as necessary.
Review Federal Register notices, draft technical comments to Federal Register notices, review and comment on federal guidance documents, review federal support documents such as cost and benefit analyses, analyze statewide impacts, and develop primacy packages.
Adopt or revise rules as necessary and providing a smooth transition to staff and operators for new or revised rules. This includes developing a comprehensive written plan, preparing the Proposed Administrative Rules Form, analyzing statewide costs, drafting, testifying as necessary at the state legislature, developing outreach materials, and providing training for staff and operators.
· Enforcement:
Assist in compliance and enforcement related activities, including file review, document preparation, and related correspondence
Coordinate with field staff, managers, the attorney general’s office, the Drinking Water Compliance and Enforcement Supervisor, and the Drinking Water Bureau Chief as necessary.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Desired Specialty Minimum Qualification
Working Knowledge of the Safe Drinking Water Act and Idaho’s Rule for Public Drinking Water Systems
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time
• Ability to bend and reach for filing purposes
• Some periods of heavy reading and typing are required
• Ability to lift 30 pounds when working with file boxes
Other Requirements:
• Valid driver’s license
• Some travel may be required
