POSITION GENERAL SUMMARY:

The Detention Health Care Technician provides medical care to residents under the direction of a medical provider to include vitals, medication administration, procedures, labs, and prescribed treatments. The position is located at the Ada County Juvenile Services Detention Center.

DISTINGUISHING FEATURES OF THE CLASS:

The incumbent works under the direction of the Medical Supervisor and under the supervision of a Registered Nurse.

Essential Functions

  • Provides subacute and acute care to youth in detention along with technical, clinical, and clerical support as needed;

  • Daily use of electronic medical records;

  • Performs medication administration, laboratory testing, medical procedures, and treatments authorized by the medical provider;

  • Provides clinical triage and communication as defined by protocol or per provider instructions, including but not limited to communicating with parents, other medical providers, case workers, probation, and staff as needed;

  • Assist in examination and treatment of residents under the direction of the medical provider and under the Supervision of a Registered Nurse, to include preparing and cleaning exam rooms and completing laboratory procedures;

  • Observes the physical condition and behavior of youth to ensure competent health care is provided;

  • Follows standard precaution and transmission-based precaution protocols as defined by the Center for Disease Control and Prevention;

  • Coordinates special medical needs and transfer orders with security and outside medical providers;

  • Provides educational sessions to residents and staff on medically related issues;

  • Prepares and performs basic laboratory tests on premises and results accurately to the resident’s medical record;

  • Performs Phlebotomy involved with proper collection, labeling, processing, and distribution of specimens for laboratory testing;

  • Accurately documents encounters and interventions performed;

  • Maintains confidentiality regarding the youth and their care;

  • Operates within the written Scope of Practice as designated by the medical provider and under the supervision of a Registered Nurse.

ADDITIONAL FUNCTIONS:

  • Maintains current inventory of supplies;

  • Performs related duties as required.

  • Graduate of a medical assisting program at an AMT (American Medical Technologists), AAMA (American Association of Medical Assistants), or NCCT (National Center for Competency Testing) authorized school accredited by the Commission on Accreditation of Allied Health Education Program (CAAHEP), the Accrediting Bureau of Health Education Schools, or like agency, and have passed the Medical Assistant Certification exam and maintain a current, valid certification; or

  • Certified as an Emergency Medical Technician (EMT) by the National Registry of Emergency Medical Technicians (NREMT)and maintain a current, valid certification; or

  • Successful completion of a Medical Proficiency Training Program as conducted by any branch of the United States Military. The course should be no less than 320 hours of classroom and practical instruction in the direct provision of primary care such that persons completing the course are able to function at the independent medic/corpsman level;

  • Must have one (1) year experience;

  • Must maintain current Basic Life Support certification;

  • Knowledge of medical and nursing principles, procedures, and practices, medical equipment, and supplies;

  • Knowledge of laws regulating narcotics, medications, patients' rights of consent, pharmacology, and indications for referral;

  • Knowledge in chronic illnesses, care of the psychiatric patient, trauma and emergency medicine preferred;

  • Working knowledge of basic medical equipment;

  • Ability to perform technical medical skills with a high degree of accuracy;

  • Ability to follow verbal and written instructions and orders;

  • Ability to maintain professional relationships;

  • Ability to apply tact, diplomacy, and de-escalation skills;

  • Ability to observe and understand physical conditions and behavior;

  • Ability to communicate effectively verbally and in writing to individuals and groups;

  • Ability to maintain confidentiality.

OTHER REQUIREMENTS:

  • This position requires shift work;

  • This position requires incumbent to be FIT tested for respirators; including N-95 and KN-95;

  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.

Work Environment & Physical Demands

  • Work is performed in and around a juvenile detention facility and the employee in this class is subject to inside environmental conditions;

  • May be required to lift up to 20 lbs.;

  • Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general medical and office environment to accomplish tasks.
