State of Idaho - Department of Administration Opportunity
Come join a team of passionate and skilled professionals at the Department of Administration, Division of Purchasing (DOP). DOP is the central procurement office for the state of Idaho, helping state agencies accomplish their missions through strategic procurement of goods and services. DOP has an opening for a Business Analyst to help the team achieve its goals of becoming more efficient and data driven. This position reports to the State Purchasing Manager evaluating systems for effectiveness, analyzing various data and making recommendations based on analysis, plan or design improvements in operations, and bring into effect change through project management.
We serve Idaho by promoting responsible government through expert customer support.
EXAMPLE OF DUTIES:
Program Analysis:
Evaluate program operations and services
Recommend and plan actions to bring about compliance with regulations and program goals
Assist agency management by monitoring and tracking program and operational activities and improvements
Track and monitor operational results from measurements Prepare findings and recommend actions to managers
System Improvement:
Consult with and/or facilitate discussions with agency staff and managers about system efficiency or support for operational, program or administrative needs
Recommend acceptance of new system development or enhancements to existing systems
Create solutions in alignment with operational, policy and program goals and objectives Identify data requirements
Process Improvement:
Use a systematic approach to design, modify or adapt a major program or operation to optimize performance outcomes and achieve more efficient results
Serve as the process expert for all information related to the process
Establish, modify or use existing process performance metrics to evaluate and quantify the process's capability to meet the product specifications and overall process objectives
Design process performance objectives to ensure alignment to business plans
Project Management:
Plan operational improvement projects
Identify project scope, required training and resources
Identify potential risks and difficulties, and design strategies to mitigate or avoid them Other duties as assigned
MINIMUM QUALIFICATIONS:
Good knowledge of:
Project management;
Organizational/business analysis and evaluation;
Process improvement methodology.

This position will also interact with a diverse customer base and must be able to interact in a non-partisan manner when working in political environments.
