U.S. Marine Corps MANAGEMENT AND PROGRAM ANALYST in Boeblingen, Germany

Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Directorate for Manpower and Personnel (G-1) and works for the Manpower Officer, G-1 of HQ MARINE FORCES EUROPE Boeblingen, Germany. Responsibilities You will provide command-wide direction for management of civilian personnel programs, and the development of strategic plans for civilian personnel programs. You will develop strategic plans for civilian manpower growth. You will serve as the principal planner and advisor for validation of new civilian positions and provide advice and assistance. You will participate with decision makers in setting program goals and establishing priorities to support the organizational mission. You will analyze manpower options through review of data, statistics, and budget to pursue the most appropriate sourcing solution for the situation. You will serve as the Lead Project Manager and Subject Matter Expert (SME) involving the implementation and management of mandated programs, studies, and initiatives. You will develop civilian personnel policies and procedures and provide analysis outlining the advantages and disadvantages of different approaches. You will serve as the Performance and Awards Program Manager/Administrator {including any pay pools that may be required to be administered by higher headquarters or outside agencies (such as Intel Dept.)}. You will serve as the command's Time and Attendance (TA) Administrator You will serve as the command interface with HR on classification, recruitment, and other personnel actions. You will perform management, administrative and/or program support work such as planning, research, analysis, and/or liaison for all manpower structure requirements for MARFOREUR/AF areas of responsibility. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing civilian manpower and personnel oversight. Examples of experience may include: -Assisting management and supervisors on personnel management matters in areas such as staffing, recruitment, classification, manpower and/or personnel management -Researching human resources law, policies, and regulations and/or reference materials to advise management and supervisors on human resource matters -Identifying civilian manpower issues, providing personnel oversight and management services to employees.
