Position Summary Information

General Summary

TheElectrical/Mechanical Testing Manageroversees and takes lead in major electrical/mechanical testing and engineering projects. This position also performs highly complex electrical testing and studies in the field and office. Responsibilities include managing, leading, and performing electrical equipment testing, standards development, and safety processes. It also involves investigating electrical distribution system operational and maintenance issues, as well as water/wastewater and facility equipment requirements.

Essential Functions

  • Consults with teams of professional engineers and various engineering and administrative personnel to conduct electrical engineering studies

  • Evaluates and provides design details for Industrial Assets Maintenance Division’s electrical testing responsibilities at WSSC Water facilities

  • Oversees and leads reviews of consultants’ reports, designs and contractors’ submittals

  • Plans, organizes, and oversees a wide range of multi-disciplinary, multi-faceted engineering and maintenance activities

  • Consults with various WSSC Water divisions and sections, manufacturers, suppliers, consultants, and contractors

  • Troubleshoots electrical faults and prepares reports on electrical design, construction, maintenance, and operation issues and problems

  • Oversees and leads the development and revision of design guidelines, equipment criteria, construction standards details, and specifications associated with operational and maintenance aspects of electrical equipment and service

  • Participates in the formulation of long-range facility plans and electrical system improvement project

  • Monitors contractors’ work performance

  • Performs and monitors electrical testing

  • Reviews electrical cost estimates for electrical equipment rehabilitation projects

  • Participates in the general preparation of budget estimates

  • Attends compulsory meetings and hearings; follows through on recommendations

  • Drives a vehicle to conduct WSSC Water business

Other Functions

  • Provides on-the-job training to the Production Department’s E/M staff

  • Serves as the Acting Maintenance Contracts Section Manager when needed

  • Performs related duties as assigned

Required Knowledge, Skills, And Abilities

  • Comprehensive knowledge of the methods and practices involved in constructing, installing, maintaining, and operating a variety of electrical and mechanical installations, equipment, and appliances

  • Comprehensive knowledge of electrical and mechanical installation, inspection practices, and procedures

  • Comprehensive knowledge of the requirements of local and national standards and codes of electrical and mechanical installations

  • Ability to prepare and effectively present highly technical reports both verbally and in writing

  • Ability to use maintenance management programs to assist with planning and scheduling work

  • Comprehensive experience utilizing a Computerized Maintenance Management System

  • Ability to establish and maintain effective working relationships with employees and contractors

  • Comprehensive knowledge of electrical systems up to 69KV

Minimum Education, Experience Requirements

  • High School diploma or equivalent

  • 7+ years’ experience performing medium-voltage electrical maintenance activities, including:

  • 5+ years of planning, coordinating, supervising, inspecting, and evaluating medium-voltage electrical maintenance activities

  • 3+ years of experience in testing high-voltage electrical equipment

Additional Requirements

  • Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer date

  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

  • Employees in this position are designated or considered emergency personnel; therefore, the employee must report to work as scheduled or as directed by their supervisor when WSSC Water declares an event that requires emergency personnel to report to work

Preferences

  • Bachelor’s degree in electrical engineering

  • Current holder of a Maryland Masters Electrician license active for the past 5 years

  • 5+ years of electrical and mechanical experience with industrial-type facilities, specifically water or wastewater treatment plants and pumping stations

  • 3+ years of experience in conducting Arc Flash studies

Salary$93,240 - $158,760
