Jacobs Commercial & Risk Lead (US Virgin Islands) in Birmingham, Alabama

An exciting opportunity to join a multi-disciplinary team working on one of the largest Disaster Recovery Programs in the United States. You will be part of an expert team working with local communities across the US Virgin Islands, supporting the Office of Disaster Recovery in building safe, resilient & thriving communities by completing key recovery projects to transform and strengthen the Territory’s infrastructure.

Our Program management team in the US Virgin Islands is looking for a Commercial & Risk Lead to support the delivery of a multi-billion dollar disaster recovery program. As a Senior leader on the program, you will manage the Commercial & Risk functions, focusing on resourcing, identification and application of relevant industry best practice, interfacing with the Program Project Controls Leads to ensure the delivery of a holistic service to the Client. You’ll be tasked with leading commercial & risk workshops, training, contract strategies, and developing the commercial & risk management process documentation (QCRA & QSRA).

Responsibilities

  • Support with drafting, evaluating and negotiating contracts covering the scope of works across the program.

  • Ensure compliance against federal funding requirements including the development and roll out of process, policies and procedures.

  • Lead the commercial and compliance team meeting the program delivery requirements.

  • Lead the development and implementation of process & procedures to Identify, Manage and Mitigate Risks both internally and externally across the program.

  • Track the status of live contracts and implement policies and procedures to ensure compliance and manage change.

  • Serve as the primary point of contact for all commercial and contractual matters across the program.

  • Develop and roll out the necessary training to ensure compliance with contract requirements.

  • Bachelor’s Degree

  • Minimum 10 years’ experience in a Risk Management related role

  • Minimum 10 years’ experience in a civil infrastructure / construction project context and/or a program management / project controls environment

  • Experience in FEMA or Federally Funded Projects

  • Demonstrable technical commercial & risk management acumen

  • Excellent writing skills with experience authoring technical commercial & risk management documentation - processes, procedures, plans and policies

  • Ability to engage and influence a wide variety of Project / Program resources - including but not limited to, Engineers, Project Controls Professionals, Project Managers, Client Leaders and External Stakeholders

  • Excellent MS Office skills - Excel, Word, PowerPoint

  • Experience using industry standard software packages and applications - Active Risk Manager (ARM), Primavera Risk Analyser (PRA), @Risk

  • Willing and able to travel to the US Virgin Islands up to 50% of the time base on business needs
