City of Binghamton Assistant to the Mayor for Youth in Binghamton, New York

ASSISTANT TO THE MAYOR FOR YOUTH & NEIGHBORHOOD AFFAIRS - General employment applications may be obtained at the office of the Municipal Civil Service Commission, 4th floor, City Hall, Governmental Plaza, Binghamton, New York, 13901 or from the City Web-Site at www.binghamton-ny.gov. Application must be submitted by 5 P.M. on last date to file. <P> DISTINGUISHING FEATURES OF THE CLASS: This position is an administrative position involving the responsibilities for improving collaboration and communication regarding constituents, neighborhood and youth initiatives with regard to the Mayor's Office, as well as all other departments within City Hall. The work is performed under the general direction and within policy outlined by the Mayor. <P> TYPICAL WORK ACTIVITIES: <LI> Proactively establish lines of communication between City of Binghamton and key neighborhood and youth development stakeholders; attend community events and brief relevant Administrative personnel <LI> Serve as primary liaison between Administration and constituents; address neighborhood concerns, solicit feedback, coordinate administrative projects and track completion <LI> Act as principal liaison between the City of Binghamton and Binghamton City School District to improve coordination on community development collaborations between City Hall and School District; attend School Board meetings and presentations as necessary <LI> Act as principal liaison with local non-profit and community groups, included by not limited to the Urban League, NAACP, Boys & Girls Club, etc., to increase and diversify youth civic engagement <LI> Assist Parks and Recreation Department on neighborhood and youth outreach programs <LI> Assist Binghamton Police Department with neighborhood and youth outreach efforts <LI> Work with Grants Coordinator to research available grants and sponsorships for neighborhood and youth activities. <LI> Plan, organize, coordinate and direct all youth internships through the Mayors Office <LI> Coordinate scheduling and exhibition of youth and community art6 displays in City Halls 2nd Plaza Gallery. <LI> Special projects as needed <P> FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: <LI> Thorough knowledge of City government operations, neighborhood issues and needs of modern youth; good knowledge of the principles, practices and techniques of program planning and analysis; good knowledge of public and private resources for the provision of neighborhood development programs; good knowledge of the principles and practices of administrative supervision; good knowledge of governmental budgetary procedures; working knowledge of public relations techniques; <P> MINIMUM QUALIFICATION: <LI> Possession of a Master's Degree from a regionally accredited or New York State registered college or university; or <LI> Graduation from a regionally accredited or New York State registered four-year college or university with a <P> Bachelor's Degree in community relations, public relations, communications, public administration, public policy or business administration; or <LI> Graduation from a regionally accredited or New York State registered four-year college or university and one year of experience in youth, community relations, public relations activities or related work; or <LI> Graduation with an Associate's Degree in community relations, public relations, communications, public administration or business administration and three years of experience in youth or community development activities. <LI> The City of Binghamton is an equal opportunity employer with a commitment to workforce diversification.
