Summary The incumbent serves as the Program Specialist and will be located at the Montana VA Health Care System in Billings, MT. The Program Specialist works in the VA's Transcranial Magnetic Stimulation (TMS) Program in Mental Health and reports to the TMS Director. TMS is a noninvasive procedure that uses magnetic pulses to the brain to stimulate nerve cells to improve symptoms of depression. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION The incumbent is responsible for provider administrative support across the state to include coordinating schedules, equipment, contracts, responding to Veteran and other stakeholder needs, etc. Major duties include, but are not limited to: Driving Mobile Unit Drives a Mobile Unit/Motor Home from Community Based Outpatient Centers (CBOCs) and rural areas. Maintains the upkeep of maintenance of the mobile unit and if any issues arise takes the vehicle to maintenance. Maintains driving logs prior to driving mobile unit to different locations. Administrative Duties Provides administrative management for the TMS within Behavioral Health Services, including programs located across the state. Maintains a statewide inventory of equipment and arranges audits, compliances with VA safety regulations, and ensuring equipment is following oversight body regulations. Assists with the administrative preparation of documents and survey responses for accreditation reviews including Joint Commission and CARF. Serves as a super user for WORD, Outlook, Excel, CPRS and other evolving computer applications. Assists in navigating VA computer programs and forms particularly for newly hired staff. Budgetary & Fiscal Duties Serves as the Contract Officer Representative (COR) for TMS program and tracks and requests contract funding. Occasional travel to contracted facilities to ensure contract compliance. Assists with procurement and contracting which may include preparing procurement requests, maintaining contracting records for equipment and supplies, etc. Prepares purchase documents, reviews justifications, and ensures coordination for purchases. Uses accounting principles using program system for funds allocations and payments. Prepares for internal and external audits of the TMS and other financial services. Maintains spreadsheets and other accounting tools, maintain balance sheets, and makes adjustments as needed. Project Management Develops methods for automating reports using a variety of software packages and modifies existing tracking systems to correct problems and/or to improve tracking methods. Reviews quality and performance data for the TMS and implements process improvements where needed. Participates, tracks and monitors development of office and program equipment, travel, etc. Maintains tracking spreadsheets for all TMS assigned GSA vehicles and mobile unit across the state, including monthly mileage reports. Identifies, selects, and approves appropriate software types (spreadsheets, database, word processing, etc.) to meet program needs; and All other duties as assigned. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes but are not limited to knowledge of management principles and processes; skilled knowledge of data collection methods and techniques; Knowledge and technical expertise of computer software packages including WORD, Excel, Outlook, and Power Point; procurement of supplies and equipment; knowledge of budgetary and financial relationships; knowledge of administrative duties including business letter writing, filing, office management and billing. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR- GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- GS-11 COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed Graduate education in excess of 2 years and specialized experience may be used to meet total qualification requirements.
