BLM is seeking a dynamic individual to serve as Deputy State Director, Division of Resources and Planning in the Montana/Dakotas State Office, Division of Resources and Planning, located in Billings, MT. Responsibilities Responsible for applying the policies and programs of the Department of the Interior and BLM in the management of natural resources, land use planning, recreation, and regulatory compliance administered on public lands. Serves as the Deputy State Director, Division of Resources and Planning (Division), in the Montana/Dakotas State Office (MSO). Responsible for the policy and budget development, direction, and oversight and management of natural resources, land use planning, recreation, and National Environmental Policy Act (NEPA) compliance program areas statewide. Serves as the principal advisor to the MSO State Director on policies and programs pertinent to the Division. Providing senior level scientific, technical, and regulatory expertise, support, and advice to MSO, District and Field Managers, in broad areas of renewable resources, recreation, cultural/paleontological resources, climate, and other programs. Provides technical and procedural program guidance to ensure adequate technical support and proficiency in the conduct of the Division's programs and special project initiatives. Evaluates program effectiveness through periodic analysis of other decisions and products. Maintains current knowledge of all DOI and BLM policy and program direction related to public land management and develops and communicates policy for implementation by the office and its subordinate echelons. Uses the Annual Work Plan (AWP) process to develop plans and projections to accomplish program goals within staffing and budgetary constraints. Performs supervisor duties and personnel management functions. Assures that personnel policies and programs fully comply with equal employment opportunity (EEO) and equity, diversity and inclusion principles and objectives. Manages short- and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs. Participates in decisions having major policy impacts or crossing a broad spectrum of statewide program activities. Serves as liaison for the State Director to the Headquarters Directorates, other state and federal agencies, industry, conservation and interest groups, other organizations, and the public on all matters in the portfolio. Specialized Experience: In addition to meeting the Selective Placement Factor, you must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience that demonstrates understanding of management principles, practices, methods, and techniques to manage and lead a variety of multiple natural resource and land use management programs. Experience in supervision, management, and leadership with planning, organizing, and assigning work to subordinates, budget systems, hiring practices, EEO, equity, diversity and inclusion principles, and other work and administrative matters. There is no substitution of education for specialized experience at this grade level. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work is primarily sedentary in nature with no special physical demands. However, the work may involve site visits which may involve driving to and moving about work sites. Work Environment: Work is performed in an office setting; however, the work involves overnight travel for training, meetings, conferences, and site visits. Work sites may include construction, laboratory, and industrial sites that may require the use of personal protective equipment and the observance of additional safety precautions.
