Executive Director of Throughput

Hours per Pay Period: 1.00 = 80 hours (Exempt)

Starting Salary DOE

Leads the mobilization and ongoing execution of Billings Clinic overall patient throughput strategies to include incoming and outgoing admissions/transfers, patient placement, hospital throughput, discharge planning and post-acute transitions. Responsible for creating an environment that supports professionalism, safety, and quality patient care. The leader is accountable for all activities and communication involved in hospital throughput.

This position does not provide patient care.

Essential Job Functions

• Manages the entire throughput cycle of Patient Flow, Administrators on Duty, Patient Placement Coordinator, Staffing Office, and Care Management daily functions by assigning work, developing work procedures consistent with hospital policy, establishing work schedules and monitoring work performance performed by subordinates to meet agreed-upon goals, objectives, and target dates.

• Applies approved clinical criteria to evaluate appropriateness of transfer/admission/discharges to the appropriate level of care.

• Prioritizes patient and physician needs, while overseeing effectiveness of throughput strategies.

• Problem-solves with nursing and ancillary leadership and providers to identify operational opportunities that will ensure successful patient flow.

• Assists with the development and evaluation of solutions and assists in establishment of action plans for improvement.

• Performs outreach to area/rural facilities in collaboration with hospital executives and rural health partners to enhance post-acute transition planning.

• Partners with transport companies, skilled nursing facilities, long-term acute care hospitals, critical access hospitals and other services to manage hospital throughput and length of stay.

• Serves as positive professional role model & assists in mentoring new members of leadership regarding patient throughput issues.

• Ensures staff document all required information pertaining to the patient throughput processes accurately and thoroughly.

• Evaluates and utilizes technology to optimize patient flow.

• Oversees the coordination of patient care; supervision of professional teams to include Transfer Center, Nursing leadership, and other staff.

• Maintains accountability for financial performance, human resource management, planning, business and/or clinical operations, project management, and facilitating discussions regarding the necessary IT infrastructure to support operations.

• Supports and models behaviors consistent with Billings Clinic’s mission, vision, values, code of business conduct and service expectations. Meets all mandatory organizational and departmental requirements. Maintains competency in all organizational, departmental and outside agency standards as it relates to the environment, employee, patient safety or job performance.

• Performs all other duties as assigned or as needed to meet the needs of the department/organization.

• Demonstrates effective problem resolution through use of critical thinking skills.

• Customizes and updates education based upon current best practices, defines staff roles, and accepts organizational accountability for services provided to recipients.

• Ensures a positive patient/customer/staff experience through cooperation and supportive intradepartmental relationships.

• Stays abreast of admission, transfer, staffing and other issues which affect optimal patient flow.

Minimum Qualifications

Education

• 4 Year / Bachelors Degree of an accredited School of Nursing.

• Graduate Degree Healthcare Administration or other related healthcare field preferred

Experience

• Seven (7) to ten (10) years of management experience, with at least three (3) years of Acute Care experience and at least one (1) year of Case Management or applicable experience.

• Experience working with documentation to meet quality, financial and regulatory requirements.

• Demonstrates a high level of personal integrity, a collaborative leadership style and high ethical standards.

• Demonstrated process improvement knowledge and skills.

• Demonstrated knowledge of health care administration, human resources, operations, and budget.

• Exceptional interpersonal skills; change management skills and leadership effectiveness.

Certifications and Licenses

• Current Montana state license as a Registered Nurse at hire

• MT Driver License and the ability to be insured to operate organization vehicles at hire

Or an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered. Employees that require a licensed or certification must be properly licensed/certified and the licensure/certification must be in good standing.
