Job Description

Position Title: Procurement Coordinator

OPEN UNTIL FILLED

Position Purpose:

Responsible for the award and administration of purchase orders for materials, services, and capital/major equipment to support the operation, maintenance, and construction of the cooperative and subsidiary facilities. Utilizes purchasing cards, purchase orders, material pricing agreements, supplier alliance agreements, and other forms of contractual agreements. Responsible for expediting materials and equipment at facilities assigned, and ensuring compliance with all cooperative policies and procedures, and applicable laws and regulations.

Essential Duties:

  • Responsible for the timely acquisition of material and equipment to ensure uninterrupted operations at the lowest evaluated economic cost. Authorized to award purchase orders up to established limits and recommend and gain approval of procurement that exceeds award limit.

  • Purchase materials and equipment across various commodities. Assemble required information for site or procurement personnel as requested; and review requisitions for completeness and appropriate approvals.

  • Establish and maintain a manageable and efficient supply base by coordinating the selection and qualifications of suppliers. Contribute to the continual improvement of the supplier base. This includes coordinating the evaluation of supplier performance and managing action plans to apply remedies or recognize excellence.

  • Respond to specialized and short lead-time requirements as part of an operating plant function. Provide effective teamwork between the incumbent and procurement staff to ensure timely completion and availability of materials, equipment, and services.

  • Perform quality control and quality assurance functions to ensure requisition/purchase procedures are being followed by facility staff. Continually evaluate procurement processes and software and recommend improvements and/or address training needs.

  • Create and utilize blanket purchase orders.

  • Process the over, short, and damaged discrepant reports for the assigned facilities, coordinate with warehouse, freight carrier, supplier, requestor, and procurement staff.

  • Process approved requisitions for return and repair of equipment and assist with return of equipment under warranty. May result in creating shipping notices and purchase orders.

  • Assist in establishing and maintaining open and effective channels of communication with customers, co-workers, and suppliers to meet the needs of the facility and procurement staff.

  • Review new catalog item requests and collaborate with facility and procurement staff to complete catalog descriptive data and prevent catalog duplication.

Qualifications :

  • Bachelor’s degree in a business-related field; and 3 years of materials management related experience such as purchasing, inventory control, warehousing, logistics, or sales; or

  • Associate’s degree in a business-related field and 5 years of materials management related experience; or

  • High school diploma or equivalent (GED or HSED); and 7 years of materials management related experience.

  • Knowledge of business, procurement functions and procedures, legal terms and conditions, accounting, and finance.

  • Comprehensive knowledge of logistics management.

  • Functional knowledge of petrochemical and electric facility apparatus, supplies, and services, and the ability to prioritize the demands of an operating plant

  • Excellent interpersonal, verbal and written communication skills; and proven negotiation skills.

  • A valid driver’s license.

Typical Physical/Mental/Environmental Demands:

This position requires frequent sitting and standing/walking; and occasional reaching below and above shoulder level, use of keyboard/computer, bending, kneeling, lifting/carrying up to 10 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires good hearing and vision, and the ability to speak. It also requires the ability to develop plans, procedures and goals; present information to others; and work under stress to complete projects within deadlines. The ability to prioritize workload and work in stressful situations, as well as good memory skills, are also required. The position will be located at DGC with occasional travel to the Antelope Valley Station (AVS).
