JOB REQUIREMENTS: Government Compliance Manager - 1134 DESCRIPTION/RESPONSIBILITIES: Summary This position reports to the Director, Government Compliance, and assists the Director with the management of the Government Compliance function across the Fairbanks Morse, LLC (FMD) portfolio of companies. The Manager will provide Government compliance expertise related to Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and Cost Accounting Standards (CAS). Principle Duties and Responsibilities * Develop effective professional relationships with the ACO, DCAA, DCMA, and internal customers. * Oversee, coordinate, and provide guidance to FMD companies preparing for and during DoD Government audits performed by the DCAA, DCMA, and third-parties, ensuring accurate, complete and timely responses while adhering to required audit deadlines. * Responsible for coordinating with business units to review alleged/actual FAR, DFARS, and CAS non-compliances, and for either successfully refuting alleged non-compliances, or implementing appropriate corrective actions in a timely manner to resolve non-compliances. * Stay current with proposed and enacted Government accounting regulations, including FAR, DFARS and CAS. Assess the impact to the FMD portfolio of companies and work with management to implement new/modified compliant practices. * Provide Controlled Unclassified Information (CUI) training and guidance to FMD business units to ensure FMD personnel can recognize, control, mark, and safeguard CUI. * Assist the Director and the IT team with preparations for the Cybersecurity Maturity Model Certification (CMMC) Level 2 audit. * Assist the Director with the development, and maintenance of CASB DS-1 Disclosure Statements, to include the review of proposed cost accounting practice changes and the calculation of GDM and detailed cost impact analyses. * Ensure FMD\'s indirect government rate structures are compliant with the FAR cost principles and CAS. Review and verify indirect rate calculations, and home office allocations. Works with Controllers to ensure processes, procedures, ledger accounts and cost pools are properly established to accurately apply allowable costs, and segregate unallowable costs. * Responsible for the development, documentation, and administration of company policies and operating methods to satisfy regulatory requirements and provide guidance and training to staff in the interpretation and understanding of Government accounting and contracting requirements. * Assist the Director with post-acquisition business unit integration activities. * Assist Cost Accounting with the preparation and submittal of accurate and timely annual Incurred Cost Proposals to the Defense Contract Audit Agency (DCAA) in the prescribed format. * Oversee the completion of accurate and timely customer representations and certifications. * Lead and/or manage compliance requirements with Government portals such as SAM, PIEE, SPRS, eSRS, JCP, and WAWF. * Assist the Small Business Liaison Officer with the development of small business subcontracting plans, and the submission of required reports. * Development and maintenance of the Contract Management System (CMS). This is a shared responsibility with Legal. * Other duties and special projects as assigned. Equal Opportunity Employer - minorities/females/veterans/individuals with disabilities ***** OTHER EXPERIENCE AND QUALIFICATIONS: Qualifications and Educational Requirements * Must have at least a bachelor\'s degree and a minimum of 15 years relevant Federal Government compliance experience with the FAR, DFARS and CAS. * Experience working with the DCAA and DCMA. * Strong leadership and mentoring skills. * Effective communication skills, both written and verbal. * Adept at communicating with people at all levels of the company. * Experience in developing and training employees in government contracting matters. * Experience in developing forward pricing rates and budgets. * Must have knowledge of regulatory requirements including GAAP, FASB, etc. * Experience with the Export Administration Regulations (EAR), and the International Traffic in Arms (ITAR) regulations is desired. * Possessing a security clearance is a plus. * This position requires access or potential access to Unclassified Naval Nuclear Propulsion Information (U-NNPI), which is Not Releasable to Foreign Nationals (NOFORN) data.
