David Evans and Associates, Inc. (DEA) is seeking an exceptional Water Resources Group Leader to manage our Water Resources Engineering group in the Puget Sound Region (PSR). This pivotal role can be based in either our Seattle or Bellevue office, focusing on growing and enhancing our existing Water Resources group in PSR. Our Water and Environment Business Unit (WEBU) is at the forefront of tackling water resource challenges through innovative and sustainable practices. As a Group Leader, you will have the chance to help shape the future of our Water Resources Practice and contribute to the well-being of our communities. These efforts will seek to further enhance and expand our work on fish passage, stream restoration, floodplain management, bank stabilization, bridge and culvert hydraulics, and stormwater management. Key Responsibilities Leadership and Team Development: Foster a highly flexible, team-oriented environment, contributing to the growth and development of our Water Resources group. Mentor and coach staff in professional, technical, and business development efforts. Manage performance for group members, including time off, timecards, expense reports, and training approvals. Assess and maximize group capabilities by managing project assignments to optimize short- and long-term workload. Project and Client Management: Lead business development efforts, identifying and leading pursuits, preparing proposals, and participating in interviews. Develop client relationships, propose and win competitive solicitations, and help grow the Water Resources Practice. Directly manage projects and staff in project development and delivery, including scoping, budgeting, contract negotiations, and project execution. Produce quality documents and public communications. Strategic Planning and Growth: Work with other WEBU leaders in strategic planning activities. Identify potential capital investments, strategic alliances, key hires, acquisitions, and growth opportunities. Expand and complement services currently provided on municipal and federal programs, energy, transportation, and land development projects. Required Qualifications Bachelor's degree in Civil Engineering, Water Resources Engineering, or a related field with an emphasis on hydrology, hydraulics, stormwater management and/or water resource design. Licensed Professional Engineer (PE) in the United States (Washington preferred, or by comity within 3 months). 10-15 years of professional engineering experience, with at least 3 years in a supervisory or project management role. Proficiency in hydraulic modeling software (e.g., HEC-RAS, SMS/SRH-2D, etc) and stormwater management design software (e.g. InfoWorks ICM, Autodesk Storm and Sanitary Analysis, Bently SewerCAD, etc). Excellent organizational, analytical, and communication skills (written and oral). Desired Qualifications Proven track record of developing client relationships and winning competitive solicitations. WSDOT Certified Fish Passage Stream Restoration Designer WSDOT Scour Analysis Certification Master's degree in Water Resources Engineering or a related field.
