Department Summary:

MITRE's Network Architecture, Security and Data Analytics department (L116), part of the Networking and Infrastructure Innovation Center, is seeking an Industrial Control Systems (ICS) Networking Strategy Lead to join the technical leadership team. Our department is a multi-disciplinary organization with engineers and scientists focused on areas such as networking, security, and data science and the intersection of those fields across domains. The selected candidate will be responsible for leading ICS networking efforts at the intersection of ICS networking, security and data science. To that end, the selected candidate will support both direct work for our sponsors and indirect work through the MITRE Innovation Program and beyond. A key part of this role will be to drive L110’s strategic direction and key initiatives related to ICS networking while collaborating across MITRE, specifically with the Cyber Infrastructure Protection Innovation Center (L540) on ICS research and sponsor challenges. The ICS Networking Strategy Lead will report to the L116 Department Manager but will have significant interactions with the L110 Innovation Center leadership team.

Roles & Responsibilities:

The ICS Networking Strategy Lead will have both a deep understanding of the technology landscape for ICS and a clear set of ideas for how MITRE can grow its impact in this space with both research and direct work. Expected impacts of this position include:

  • Build research work program in this space both internal to MITRE and external through academic partnerships

  • Expanded set of technical staff with familiarity and experience with ICS networks

  • Set of demonstratable capabilities to highlight ICS networking expertise in the division (e.g. ICS Testbed)

  • Influence over direct work program to inject ICS networking research

  • Strong alignment with the ICS security efforts in the Cyber Infrastructure Protection Innovation Center (L540)

Key Responsibilities of this role:

  • Work with leaders within L110 and across MITRE to identify and pursue opportunities to grow MITRE’s impact in the ICS Networking area

  • Shape work in collaboration with MITRE portfolios to drive ICS networking innovation in both public and private sector priority areas

  • Strategic planning and shaping of R&D activities within L110 to grow staff and capabilities in this area (e.g. define ICS testbed strategy and perform oversight)

  • Develop opportunities for community growth in the ICS networking area within L110 through project work, training and education, external partnerships, and mentoring

  • Demonstrated ability to work collaboratively with teams, various sponsors, and across MITRE as appropriate

  • Serve as a key collaborator and advisor across MITRE on ICS networking efforts and challenges

Basic Qualifications:

  • Expertise in ICS/OT architectural concepts and components (e.g. SCADA/DCS and the Purdue model; protocols such as MODBUS, DNP3, OPC; endpoint devices such PLCs, RTUs, HMIs, Data Historians)

  • Experience in ICS networking research especially in the application of network architecture and network security innovations to ICS/OT (e.g. SDN/SD-WAN, cloud access, Zero Trust, Industrial IoT)

  • Familiarity with ICS/OT cybersecurity tenets, principles, and requirements (e.g. NIST SP 800-82, NERC-CIP)

  • Experience leading a research team in the networking domain

  • Experience mentoring interns and early career staff members

  • Prior leadership role as a project or task leader in an innovative networking task

  • History of success in developing and obtaining funding for research ideas

  • Demonstrated proficiency and strength in verbal and written communication and effectively communicating technical materials to nontechnical audiences

  • Demonstrated proficiency in collaborating in multi-disciplinary teams

  • An active DoD TS/SCI clearance

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Relevant work experience in industry or research setting

  • Ability to create, articulate and execute on technical strategies across the complex, cross-sponsor environments

  • Demonstrated understanding of ICS/OT operational environments/networks employed in DoD (e.g. avionics, weapon systems and platforms), as well as across private industry (e.g. electric grid, power plant, transportation, manufacturing, building automation)

  • Ability to apply knowledge of security engineering for OT/ICS/SCADA systems and application of cyber defense and resiliency approaches

  • Ability to build strong internal and external partnerships, experience with leveraging solutions from leading academic and commercial groups
