Maritime Administration Deck Operations Supervisor (Open to both U.S. Citizens and Federal Employees) in Beaumont, Texas

Summary This position is located in the Reserve Fleets, Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). Responsibilities The Deck Operations Supervisor: Provides technical and advisory services regarding the operation and maintenance of a variety of trades at the Reserve Fleet. On a day-to-day, project-by-project basis, plans, implements, and directs the use of personnel involved in various trades. Assigns work to individuals and provides technical directions and/or help in accomplishing difficult work steps and processes; investigates work related problems such as low productivity and determines causes: assign explains work requirements and operating instructions to workers and sets deadlines and establishes the sequence of work operations to be followed; and observes work in progress to anticipate and resolve problems. When necessary, will reassign personnel within group supervised, and coordinate. Supports and explains fleet programs to workers; plans and establishes overall leave schedules for workers; and schedules and closely monitors leave usage of his employees and ensures that all Fleet rules and regulations regarding leave usage are strictly observed. The employee is responsible for counseling all his employees concerning the proper use of leave privileges and for enforcing strict adherence to Fleet leave policies. The ideal candidate must display a high degree of leadership, reliability, and competence and must possess a superior knowledge of shipboard steam and diesel propulsion plants, associated systems, and auxiliary machinery. To qualify for the WS-12, your experience should include experience equal or equivalent to the following: The ability to move ships, fleet craft, and manpower required, including coverage for emergency conditions is required. The ability to inspect and assess mooring arrangements for ships berthed at the Reserve Fleets, directing subordinates in corrective action, and coordinating its management. The ability to interpret and apply navigation rules and navigation aids in charting the movement of ships and fleet craft. Ability to operate safely KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge in the movement of ships, the fleet craft, and manpower required, including, coverage for emergency conditions is required. Knowledge of maintenance required for fleet support craft consisting of tugboats, self-propelled crane barge, diesel powered patrol boats, and personnel launches. Ability to inspect and assess mooring arrangements for ships berthed at the Reserve Fleets, directing subordinates in corrective action and coordinating it management. Ability to interpret and apply navigation rules and navigation aids in charting the movement of ships and fleet craft. Ability to develop and supervise ship movement plans for the Fleet Operations and Maintenance Officer's approval including verification of ship's draft, water depths, tide, wind, and current conditions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information ADDITIONAL CONDITIONS OF EMPLOYMENT: PHYSICAL EFFORT: The employee is required to transfer or handle heavy equipment, parts, and gear, which require strenuous exertions frequently lifting and carrying heavy objects up to 50 pounds, with assistance infrequently over 50 pounds. Standing for long periods of time, the use of both hands and feet in climbing up and down inclined and vertical ladders is required. Also required are heavy exertion, excessive walking, and performance of arduous and hazardous assignments. WORKING CONDITIONS: The work will be performed both indoors and outdoors. The employee is subject to prevailing weather conditions, extreme temperature, wet, and/or icy conditions when working outside. Employee is subject to irritations and discomfort from dust, grease, heat, and fumes when working either inside or outside. Employee works in spaces containing installed asbestos. Employee is subject to cuts, burns, chemical irritations, bruises, electrical shock, and other injuries resulting from falls or hazards of the occupation when making repairs, or when positioning and/or moving equipment. Employee must follow prescribed safety practices, and use appropriate safety equipment (e.g., protective ear devices, hard hats, hard-toe shoes, gloves, respirators, protective clothing, etc.), which are provided. Some safety items may be uncomfortable to wear or may be required to be worn for prolonged periods of time. In summary, the working environment is typical of, and includes all the hazards of, a shipboard, shipyard, and/or marine environment. Including working in adverse climatic conditions and on slippery decks.
