Summary In this position you will function as a member of the education team to develop, provide, and evaluate training activities to an interdisciplinary staff and volunteers at this facility. Duties will include program administration, coordination, design/redesign, implementation, and evaluation of multiple education/training programs, such as Prevention and Management of Disruptive Behavior (PMDB), and other staff development programs and activities. Responsibilities Duties consist of the following, but are not limited to: Serve as a contact point for inquiries, following through as needed with written and/or verbal reports to management. Direct program segments that are impacted locally and nationally. Use MS PowerPoint and other training software to develop training materials and computer -based training modules to promote use by all services. Plan and organize assignments for administrative staff, and coordinates with staff through all phases of work assignments. Use professional judgement and resourcefulness in matter; such as, deviating from traditional methods and practices, modifying criteria for assessing value of proposals for new major projects, and changing established methods to evaluate performance of grantees and contractors. Develop new procedures as necessary and to make appropriate recommendations to the Supervisor Healthcare Education Officer and Associate Chief of Staff. Strategically improve the operational efficiencies of training programs in ESS. Evaluate work performance of subordinates. Give advise, counsel, or instruct employees on both work and administrative matters. Develop performance standards. Hear and resolve complaints of employees. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. Basic Requirements: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position Note: 24 semester hours will be considered as equivalent to a major field of study. or Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Note: The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provide primary technical and administrative supervision to the subordinate staff; Develops, modifies, and/or interprets performance standards; Performs work in the development of courses for training programs; Performs work involving modification of training courses; Performs work associated with the evaluation of courses in training programs; Conducts studies and analyses in functional specialty or subject matter areas; Coordinates projects for the development and implementation of training courses and course materials; Prepares related program budget information and a program plan; Manages, leads, and oversees the progress of projects, including determining project requirements and capability of various technologies to satisfy requirements; Plans, promotes, and develops educational programs and projects by providing direction; Uses MS Word or other comparable software to execute office automation functions such as storing and retrieving electronic documents and files, activating printers, inserting and deleting text, formatting letters, reports and memoranda, and transmitting and receiving email. Uses MS Excel or other comparable software to develop and change spreadsheets to graphically display data and complete statistical analyses. Uses MS PowerPoint and other training software to develop training materials and computer-based training modules to promote use by all services, and provides ongoing training for employees. Physical Requirements: Physical demands include above average ability, dexterity, or strength to perform the work, and to transport, lift, and set up equipment for training purposes and activities. Work is a mix of sedentary activities with periods of sitting at a desk/computer terminal, walking, standing at length while teaching, bending, carrying items, driving an automobile, and other actions necessary to facilitate program set up.
