This vacancy is located in East Baton Rouge parish.
This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional level experience in administrative services, economics, public health, public relations, social services or health services.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the experience on the basis of thirty semester hours for one year of experience: public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration.
A master's degree in the above fields will substitute for one year of the required experience.
A Juris Doctorate will substitute for one year of the required experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.
A Ph.D. in the above fields will substitute for two years of the required experience.
Specialized degrees will substitute for a maximum of two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.

General from a Program Manager 1-Social Services or other higher level personnel.
SUPERVISION EXERCISED:
May directly or functionally supervise a small staff of clerical and/or professional employees.
LOCATION OF WORK:
Predominately at Department of Children and Family Services.
JOB DISTINCTIONS:
Differs from Program Specialist-Social Services by the presence of advanced responsibilities.
Differs from Program Manager 1-Social Services by the absence of responsibility for managing a statewide program.

Plans, coordinates and controls a statewide program element in a program area.
Develops and implements policies and monitoring procedures for the program element.
Conducts studies or special projects.
Revises rules, regulations and procedures to comply with changes in law or policy.
Identifies needs for resources and training related to community based services and determines how these needs can be met; develops proposals for meeting the needs.
Writes and submits grant proposals.
Meets with government officials, private officials, professionals and others on matters regarding the program element.
Trains agency personnel regarding procedures and policies.
Maintains records, prepares reports and conducts correspondence relative to the program element assigned.
May direct the work of staff of professional or clerical employees, serving as a leadworker or direct supervisor.
