Baton Rouge Community College (BRCC) seeks to fill the position of Payroll & Total Rewards Specialist. The Payroll & Total Rewards Specialist is located in the Human Resources Department. This is a full-time position. Position will be opened until it's filled.

Minimum Qualifications

Required Education:

  • High School Diploma

Required Experience:

  • At least one (1) year of relevant payroll experience

Required Knowledge, Skills, & Abilities:

Advanced:

  • Written and oral communication skills

  • Ability to work well with others

  • Interpersonal skills and the ability to handle sensitive and confidential information

  • Working knowledge of and proficiency with a variety of computer word processing, spreadsheet, and database software applications.

Proficient:

  • Organizational & time management skills

  • HR best practices and laws/regulations related to benefits and laws/regulations relevant to the payroll profession

  • Attention to detail, time management, and organization to ensure accuracy and timeliness.

Preferred Qualifications

Preferred Education:

  • Associate's degree in human resources, Business, or related field

Certifications:

  • CPP, SHRM-CP/SHRM-SCP, PHR/SPHR

Preferred Experience:

  • 3+ years of full-time, hands-on benefits, payroll, or leave administration experience

Preferred Knowledge, Skills, & Abilities

  • Experience with Banner, PeopleSoft, and/or SAP

  • Higher Education experience

  • Louisiana state service (i.e., employment in a state agency in Louisiana)

Job Concepts

Under general supervision, the Payroll and Total Rewards Specialist performs various complex functions in preparing, processing, maintaining, verifying, and reconciling employee payroll records and paying funds to BRCC personnel. The incumbent is also responsible for employee leave administration and reconciliation, including leave for FMLA, Workers’ Compensation, and ADA-qualifying circumstances.

Payroll Processing

  • Performs all duties associated with preparing payroll for accurate and timely processing of employee payroll checks, including final paychecks, off-cycle checks, retro-pays, one-time refunds/deductions, garnishments, recoupments, direct deposit, deductions, and leave reconciliations.

  • Handles complex payroll issues, i.e., questions regarding paycheck/remuneration, taxes, benefits, salary, etc. Resolves problems with deductions/credits, premiums, etc.

  • Ensures that all employees’ time has been entered through web and departmental time entry and approved for bi-weekly payroll processing.

  • Collects, reviews, and accurately enters time for specific employees for bi-weekly payroll processing within established guidelines.

  • Researches and analyzes discrepancies and processes appropriate corrections.

  • Processes paper time sheets and maintains approver relationships in Banner

  • Maintains accurate payroll records both in Banner and on paper. Ensures payroll-related documents are provided to the file room for timely filing.

  • Maintains current payroll policies and procedures manual and forms in conjunction with Louisiana Community and Technical College System (LCTCS) centralized payroll policies, procedures, and forms.

  • Ensures proper authorization is obtained for all payroll actions and proper documentation is maintained.

  • Reviews, monitors, and verifies payroll reports. Works with the LCTCS Payroll Office to ensure all data entry is accurate and timely to ensure successful payroll and minimize errors, overpayments, and failures. Generates payroll reports as needed.

Leave Administration

  • Administers workers' compensation leave processing, leave buyback

  • Tracks and monitors employees’ service dates/adjusted leave service dates and calculates corrections to leave accrual as needed.

  • Maintains accurate, up-to-date leave information in the HRIS System (Banner) to ensure employee compensation is calculated correctly.

  • Manages, maintains, and coordinates leave and pay for Workers’ Compensation, FMLA, and ADA programs.

Employee Benefits Maintenance

  • Answers benefit inquiries and resolves benefit complaints related to deductions, escalating to leadership when appropriate.

  • Enters premium deductions, demographics, and other relevant data into the HRIS System (Banner) and Office of Group Benefits’ eEnrollment portal for all enrollments, terminations, and changes, including those requiring qualifying events, and reconciles them in payroll.

  • Calculates payment plans for back premiums for employees on leave without pay and calculates and processes one-time additional payments and refunds.

  • Assists with administering and maintaining BRCC’s insurance and retirement programs. These programs include, but are not limited to, health, life, voluntary insurance plans, TRSL, ORP, LASERS, and voluntary supplemental retirement plans.

Compliance & Auditing

  • Provides payroll support for departments and assists in interpreting and applying payroll regulations, policies, and procedures. Consult with employees and supervisors on policies and procedures related to leave options and regulations.

  • Advises staff of payroll deadlines and matters related to payroll processing

  • Ensures that personnel and payroll actions comply at all times with federal, state, LCTCS, and BRCC regulations, and policies.

  • Maintains and expands knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management, particularly those involving payroll matters
