Minimum Qualifications
MINIMUM QUALIFICATIONS:A baccalaureate degree plus four years of professional experience in administrative services, economics, public health, public relations, statistical analysis, social services, or health services.
SUBSTITUTIONS:Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: public health; public relations; counseling; social work; psychology; rehabilitation services; economics; statistics; experimental/applied statistics; business, public, or health administration.
A master's degree in the above fields will substitute for one year of the required experience.

This position is in the Bureau of Health Services Financing (BHSF), Louisiana’s single state Medicaid agency within the Louisiana Department of Health (LDH). The Louisiana Medicaid Program, which provides healthcare services to low-income individuals, has an annual budget of over $16 billion dollars; a staffing complement of 1,000 authorized employees and almost 500 contracted direct-support staff, and provides services to approximately 1.7 million enrollees annually. The program is a state of federal partnership financed with a combination of state and federal funds and governed by a complex body of state and federal laws, policies, regulations, and guidelines.
The incumbent will serve as the Manager over the Portfolio unit. The Portfolio unit enables the mission of the Louisiana Medicaid program by exemplifying core values of Ownership, Service and Integrity in product implementation and delivery services for a variety of technical and business projects in support of LDH. The Portfolio unit is responsible for Product Management and Implementation oversight of MES Modules, Advanced Planning Documents and Certification activities to secure federal funding.
The incumbent's responsibilities include but are not limited to the following duties:

Provides strategic planning and direction for Implementation Readiness work streams of Medicaid system modules. Sets portfolio implementation standards and directs management reviews to monitor and evaluate effectiveness, integrity, and quality. Develops, implements, and monitors roadmaps and documentation for planning, budget, communications, procurements, implementations and CMS certification ensuring alignment with CMS and agency objectives. Informs Louisiana Medicaid statewide program staff of the modularity roadmap and initiatives. Assures proper application of program policies and procedures, developing policies and procedures where necessary for optimum implementation of modularity efforts. Directs preparation of reports/analyses for Medicaid Deputy Director, Medicaid Director, Undersecretary or Secretary. Reviews and analyzes operational data of multi-million-dollar joint funded (state and federal) projects. Analyzes the impact of federal and state laws and regulations relevant to the Portfolio unit and advises executive management as needed regarding issues.
Provides technical support and guidance to Product Managers and stakeholders. Oversees Product Management of systems projects, coordinating between technical, business teams, and stakeholders. Adjusts priorities, develops appropriate solutions, and formulates corrective measures as needed. Assures prioritization of work according to business and program initiatives, develops and implements audit plans to ensure product integrity and compliance.

Oversees request of federal funding streams for Medicaid projects through the development and management of Advanced Planning Documents (APDs) and certification activities. Coordinates and meets with CMS State Officer for questions about funding, APDs, certification and reporting. Conducts and directs research and special projects as assigned by the Medicaid Program Manager 4 (Section Chief), the Deputy Director or the Director of Medicaid. Promotes and advocates modularity of Medicaid systems through participation in meetings, events, and/or conferences. Develops and implements policies and procedures for modularity planning and implementation. Plans, coordinates, and directs education initiatives to educate and encourage modularity participation. Facilitates advisory committee meetings and leadership communication.

Directs activities and prepares ongoing work plans for subordinate program managers under incumbent's purview. Establishes work schedules and priorities to ensure that the subordinates perform in a timely and efficient manner. Supervises and directs work of subordinate staff, establishing performance goals, objectives, and evaluation criteria for employee performance. Schedules and participates in periodic performance reviews and planning conferences and completes formal performance appraisal. Identifies staff development needs and ensures team obtains appropriate training. Conducts staff meetings and conferences to disseminate information and provides expertise and guidance on work assignments, policy, special projects and technical problems.
