Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus four years of professional experience in administrative services, economics, public health, public relations, statistical analysis, social services, or health services.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: public health; public relations; counseling; social work; psychology; rehabilitation services; economics; statistics; experimental/applied statistics; business, public, or health administration.
A master's degree in the above fields will substitute for one year of the required experience.
A Juris Doctorate will substitute for one year of the required experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.
A Ph.D. in the above fields will substitute for two years of the required experience.
Advanced degrees will substitute for a maximum of two years of the required experience.

The mission of the Louisiana Department of Health {LDH} is to protect and promote health and to ensure access to medical, preventive and rehabilitative services for all citizens of the State of Louisiana. This position is in the Bureau of Health Services Financing {BHSF), Louisiana's single state Medicaid agency within the Louisiana Department of Health (LDH). The Louisiana Medicaid Program, which provides healthcare services to low-income individuals, has an annual budget of over $16 billion dollars; a staffing complement of 1,000 authorized employees and almost 500 contracted direct-support staff, and provides services to approximately 1.7 million enrollees annually. The program is a state of federal partnership financed with a combination of state and federal funds and governed by a complex body of state and federal laws,policies,regulations,and guidelines.
The incumbent will serve as the Manager over the Project Operations unit. The Project Operations unit enables the mission of the Louisiana Medicaid program by exemplifying core values of Ownership, Service and Integrity in project, program, and portfolio management services for a variety of technical and business projects in support of LDH. The Project Operations unit is responsible for oversight, intake, coordination, tracking, and reporting ongoing operations of all special projects.
The position reports directly to the Medicaid Program Manager 4 (Section Chief) and is a part of a team providing support to the Louisiana Medicaid Director and Medicaid Deputy Director of Medicaid Data and Systems. The incumbent must be attentive to detail, able to focus on different projects at one time, manage time wisely, work independently, apply Medicaid rules and policies, and be proactive in seeking input from other staff within LDH. The incumbent would preferably have the following skills: excellent written and verbal communication; strong organizational skills; demonstrated team leadership; and experience in project management, health care administration, health plan operations and health care policy research and analysis.
The incumbent's responsibilities include but are not limited to the following duties:

Directs and oversees the day-to-day operations of the Medicaid PPMO, ensuring alignment with leadership objectives and efficient execution of projects on time, in budget, and within scope. Provides support and guidance to project managers working on Medicaid projects that require rapid action and coordination across multiple departments, federal and state partners and stakeholders. Monitors activities to assure that the program is operating in accordance with the plan. Establishes tracking and control systems to monitor projects to ascertain adherence to deadlines and goals; and provides regular updates and reporting to Medicaid leadership and stakeholders. Identifies the need for, develops, and makes recommendations for revisions to tools and resources, protocols, policies and procedures.
Assures proper application of program policies and procedures. Sets standard of operation and implements and/or directs management and program reviews to monitor and evaluate \program effectiveness, integrity, and quality. Reviews operational data, analyzes and measures, adjusts priorities, develops appropriate solutions, and formulates corrective measures as needed.
Analyzes the impact of federal and state laws and regulations relevant to the PPMO section and advises executive management as needed regarding issues. Responds proactively to audit findings, programmatic challenges and issues; coordinates responses and reports to auditors as well as federal and state governmental entities. Monitors compliance with guidelines for responses.

Oversees contractor providing PPMO services. Reviews work, deliverables and invoices for accuracy and contract compliance. Provides on-going consultation and technical assistance to professional and support staff on programmatic issues. Conducts management reviews to identify problem areas, develops appropriate solutions, and takes corrective actions. Prepares statistical analyses, narratives, tables and charts to track/plot trends and project future needs and to determine if departmental objectives and goals are being met. Reviews promising practices in Project Management and other administrative areas to identify and adapt efficient cost effective procedures to increase productivity. Drafts and finalizes contracts and Memorandums of Understanding (MOUs) as needed.

Directs activities and prepares ongoing work plans for subordinate program managers under incumbent's purview. Establishes work schedules and priorities to ensure that the activities under incumbent's scope of supervision are performed in a timely and efficient manner. Supervises and directs work of subordinate staff, establishing performance goals, objectives, and evaluation criteria for employee performance. Schedules and participates in periodic performance reviews and planning conferences and completes formal performance appraisal. Identifies staff development needs and ensures that appropriate training is obtained. Conducts staff meetings and conferences to disseminate information and provides expertise and guidance on work assignments, policy, special projects and technical problems.
