At the Office of State Examiner, Municipal Fire and Police Civil Service, we are responsible for administering an effective, cost-efficient civil service system based on merit, efficiency, fitness, and length of service, consistent with the law and professional standards, for firefighters and police officers.

This professional human resources position in the Office of State Examiner assists the Human Resources Assistant Division Administrator with the day-to-day functions of the Testing and System Resources Division. The scope of work involves the development and administration of over 400 competitive and promotional selection procedures annually for classified fire and police candidates and employees in 144 jurisdictions throughout the State of Louisiana. The scope of work also involves the personnel management of 9,000 classified fire and police employees within the 144 individual jurisdictions.

The primary responsibilities involve the supervision of Human Resources Consultants. The Human Resources Consultant Supervisor provides technical assistance to subordinates, trains new employees, determines work assignments, approves leave, and conducts performance and planning evaluations. The incumbent in this position approves examinations and provides advice and guidance to representatives of the jurisdictions with oversight by the Human Resources Assistant Division Administrator.

This position may be filled as promotion, probation (probation in lieu of promotion), or detail to special duty.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

SCS Option:

A baccalaureate degree plus three years of professional level human resources experience, three years of professional IT experience with the Department of State Civil Service in the MIS section, or three years of professional training experience with the Department of State Civil Service.

General Option:

A baccalaureate degree plus three years of professional level human resources experience.

SUBSTITUTIONS:

a. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

b. A Master's in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for one year of the required experience. (The college transcript must indicate the major as business administration, public administration, human resources/personnel, etc. Master's degrees in fields such as marketing, economics, etc., are not acceptable.)

c. Possession of a Juris Doctorate will substitute for one year of the required experience.

Advanced degrees with less than a Ph.D. will substitute for a maximum of one year of the required experience.

d. A Ph.D. in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for two years of the required experience.

All advanced degrees will substitute for a maximum of two years of the required experience.

e. Certification as a Professional in Human Resources (PHR), a Senior Professional in Human Resources (SPHR), a Certified Professional (SHRM-CP) or a Senior Certified Professional (SHRM-SCP) will substitute for a maximum of one year of the required experience.

f. Professional level experience in the monitoring of programs for compliance with statutes and/or other program requirements; or in conducting investigations of alleged violations of state rules, regulations, or laws will substitute for a maximum of two years of the required experience.

In order to receive credit, your certification must be current (i.e., issued within the last three years). If you have been certified and your certification expires, you must apply for and be re-certified before you can get credit again.

Human resources experience is that experience gained in an office whose sole responsibility is the administration of a comprehensive personnel program including many if not all of the following programs: recruitment, selection and placement; training; equal employment opportunity; disciplinary and grievance proceedings; classification and wage; payroll; and employee relations OR experience gained in an office whose sole responsibility is the administration of one aspect of a comprehensive personnel program, such as training, payroll, or equal employment opportunity.

Provides direct supervision over three (3) Human Resources Consultants, who assist local jurisdictions in matters of personnel actions, in order to assure that personnel actions are accomplished in accordance with civil service law, as well as matters relative to the lawful appointment of members to civil service boards, and the various duties and responsibilities of board members, appointing authorities, and governing authorities imposed upon them by law. The Human Resources Consultants are also assigned the function of conducting job analyses of positions within Municipal Fire and Police Civil Service System, for recommending the allocation of positions to appropriate classifications, developing classification descriptions and qualification requirements, and to develop selection procedures.

Assists in the hiring process of Human Resources Consultant candidates by assisting with applicant interviews.

Trains and supervises Human Resources Consultants in all aspects of testing, including the statistical analyses of examinations, item analysis, test construction, item writing, the use of the computer-based test development software, the principles of test validation, and maintaining records on individual performance during the year.

Provides training and employee development to Human Resources Consultants as it relates to the agency policies and procedures, personnel administration in the fire and police classified service, and the application of civil service law.

Provides performance and progress reports to the Human Resources Assistant Division Administrator during training, and makes recommendations relative to employee development.

Evaluates work performance of Human Resources Consultants, and conducts performance plannings and evaluations under the Performance Evaluation System.

Approves leave requests submitted by subordinate personnel. Counsels subordinates when necessary, and recommends corrective or disciplinary action.

Assists in assigning and reviewing approximately 200 competitive and promotional non-standard examinations prepared by the Human Resources Consultants. Makes recommendations to changes on examinations, as needed.

Determines task priorities and work assignments for subordinates, and reviews reports and correspondence prepared by subordinates.

Assigns job analysis projects and provides oversight to subordinate Human Resources Consultants assigned to prepare, distribute, and analyze task analysis questionnaires.

Compiles data and maintains records of activity of Human Resources Consultants' workflow in order to accurately report performance indicators as required for performance-based budgeting.

Oversees the development and revision of task analysis questionnaires, as needed.

Develops and validates examinations requiring test development experience, including, but not limited to, examinations at the level of Chief, Deputy Chief, or Assistant Chief, job simulation (in-basket) or video simulation exercises utilizing assessment center methodology, and specialized technical examinations.

Assumes responsibility for a specific activity such as test development and validations, and provides oversight on special projects of a complex and/or sensitive nature.

Constructs and administers examinations as assigned for local fire and police departments under the classified service.

Serves as participant on rater panels, reviewing, grading in-basket, and video assessment exercises for the Chief, Deputy Chief, and Assistant Chief level in large jurisdictions.

Provides advice and assistance relative to the interpretation and application of the Municipal Fire and Police CiviS Service Law, as well as other laws, statutes, rules, Attorney General opinions, and court decisions applicable to personnel administration and management of the fire and police classified services.

Keeps informed of changes in federal and state law in order to recommend revisions to civil service board rules, and to advise regarding contemporaneous practices in personnel administration and management.

Oversees and supervises subordinates who assist local departmental administrators in the development of policies and procedures affecting the classified fire and police employees.

Submits recommendations for civil service board actions relative to the adoption or abolishment of classifications in the fire and police classified service.

Responds independently by telephone and written communication to inquiries by civil service board members, local officials, and classified employees.

Attends civil service board hearings as an official representative of the Office of State Examiner.

Advises and orients governing authorities in preparation for establishing new civil service system for their respective fire protection districts.

Attends meetings of various boards and commissions to offer advice and guidance in the application of civil service law.

Maintains contact with representatives of governing bodies or districts, and maintains records of such contacts.

Oversees improvement and routine maintenance of the agency website, including updates to website content, PR/Constant Contact.

Oversees the maintenance of current and archived records of board membership, operational jurisdictions, and pending jurisdictions.

Assists the Human Resources Assistant Division Administrator in obtaining information about fire protection districts or municipalities to which the Municipal Fire and Police Civil Service System may apply.

Directs the research of local officials, organization of local departments, and number of paid employees.

Develops regional training seminars conducted for civil service board members and board secretaries, department chiefs, and local administrators, and coordinates the work of subordinates in the preparation of materials for use in the seminars.

Manages the function of tracking and maintaining contemporaneous records of case law, Attorney General opinions, and opinions and findings of the Louisiana Board of Ethics related to the fire and police classified service, and its employees.

Researches to determine the applicability of the new system, initiates correspondence to set up orientation and maintains contact with governing bodies.

Assists the Human Resources Assistant Division Administrator in handling calls from jurisdictions requesting scheduling of promotional and competitive examinations, entering critical test information in the appropriate computer notebooks.

Assists in providing guidance to civil service boards when applicants for accommodations (ADA) for any receive requests scheduled examinations.

Oversees providing study guides to candidates in a timely manner.

When assigned, hand grades candidates' answer sheets following specific requests from civil service boards. Reviews and researches exam items which candidates following the administration of an examination challenge, and makes appropriate recommendations.

Assists in grade reviews.

Oversees maintenance of agency's voice recordings of upcoming competitive firefighter and police officer examinations.

Determines compatibility of the environment of the selected exam site with test administration needs, and decides if adjustments are necessary.

When necessary, administers competitive and promotional tests and observes subordinates assigned to administer tests.

Maintains complete authority and control over all facets of the testing session, including delaying or interrupting the exam as necessary, moving the exam site, removing candidates, or canceling the exam.

Ensures at all times the integrity and security of the exam site and exam materials.

Assures Testing equipment used for testing purposes is routinely maintained.

Assists in maintaining the Testing library by reviewing and updating reference material as needed, and obtains new reference materials for use in test item development.

Performs any other duties as assigned.
