This position may be filled as a temporary job appointment at the Engineer Intern level.

This position may be filled as a probational appointment for all other levels.

Under the supervision of the Engineer 7 Concrete, Asphalt, Pavement or Geotechnical Research Manager, this position is responsible for implementing highly technical research for the DOTD in the area of concrete, asphalt, pavement or geotechnical engineering. This program encompasses a full spectrum of transportation technology and operations incorporating widely diverse infrastructure areas. Projects include formalized research studies and technical assistance projects.

LTRC is the division responsible for the transportation research program in Louisiana for the Louisiana Department of Transportation and Development (LADOTD). Using the staff of engineers, engineer specialists, research associates and students, research is conducted through a diverse in-house program in direct response to identified engineering problems which are complex and unprecedented. This program coordinates and directs the implementation of national and state research finding and the exploration, exploitation, and implementation of new technologies for LADOTD use.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Special Entrance rates have been established as follows:

Engineer Intern 1$2,115.20/bi-weekly

Engineer Intern 2$2,263.20/bi-weekly

Engineer 3$2,671.20 /bi-weekly

Engineer 4$2,952.00 /bi-weekly

Engineer 5$3,158.40 /bi-weekly

As part of Career Progression Group, vacancies may be filled from this recruitment as an Engineer Intern 1 or 2, Engineer 3, Engineer 4, or Engineer 5 depending on the level of experience of the selected applicant. The maximum salary for the Engineer 5 is $126,256. Required certification for applicants interested in qualifying for Engineer Intern 1 or 2: Engineer Intern Certificate in the state of Louisiana.

Required License for applicants interested in qualifying for Engineer 3, 4, or 5: Professional Engineer License in the state of Louisiana.

Job Concepts

FUNCTION OF WORK:

To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

LEVEL OF WORK:

SUPERVISION RECEIVED:

Direct from a higher-level engineer.

SUPERVISION EXERCISED:

Functional supervision may be exercised over Engineering Technicians.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer Intern Applicant by the presence of a Louisiana Engineer Intern certificate. Differs from Engineer Intern 2 by the absence of independence when completing basic assignments.

Examples of Work

45% Conducts the in-house research program of the Concrete, Asphalt, Pavement or Geotechnical Research Group of the Louisiana Transportation Research Center (LTRC).

Conducts the unit's federal and state funded research program in the area of expertise; identifies problems, develops research program, writes proposals, conducts and supervises laboratory and field testing, collects and summarizes laboratory and field data; conducts research and disseminates research findings through publications, technical summaries and the presentation of research papers; develops and conducts department -wide implementation programs based on research findings to include sampling and testing procedures, specifications and to improve department operations, methods and procedures through workshops, seminars and other training sessions; evaluates new products and techniques to optimize the use of high quality materials and processes; and provides indirect supervision and training to staff.

45% Provides technical engineering assistance.

Provides technical engineering assistance to officials within and outside the department using information comprised of state­ of-the-art technology. Conducts and supervises laboratory and field testing, collects and summarizes laboratory and field data; conducts research and disseminates research findings through publications, technical summaries and the presentation of research papers. Personal expertise capable of drawing on the resources of LTRC and other current research findings provides solutions to transportation related problems. Develops and conducts technology transfer activities to improve department operational practices through the use of specification writing, special provisions, engineering and policy memoranda, workshops and demonstration projects.

10% National research activities

Participates in coordinated research studies and activities at the national level cooperating with university researchers, state and federal agencies and industry. Presentation of papers and active committee membership at the national meetings such as the NAS Transportation Research Board, American Association of State Highway and Transportation Officials, National Cooperative Highway Research program and FHWA demonstration projects or pool fund studies are required.
