About this position:

The overall function of this position is to organize, plan, schedule, execute, oversee, and administer the program areas of the Structural Design and Highway Safety Design unit. This position manages Unit 003 of Section 25 and reports directly to the Bridge Design Engineer Administrator. This position is responsible for efficiently and effectively managing and designing a multi-million dollar annual budget dedicated to the projects assigned to Unit 003. The incumbent must have a high level of technical experience, must be self-motivated, able to perform the essential functions of the job with minimal supervision, and interpret unforeseen conditions as they arise. The incumbent will participate in DOTD structured training programs as deemed necessary to facilitate the performance of their assigned tasks.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering plus one of the following:

Three years of licensed engineering experience; or

Seven years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts

FUNCTION OF WORK:

To manage a major engineering function for a state agency.

LEVEL OF WORK:

Manager.

SUPERVISION RECEIVED:

Broad from an Engineer 8 or higher. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Subordinate staff typically consists of Engineers 6 and other lower-level Engineers. Alternative reporting relationships may be approved by SCS.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 6 by the presence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.

Differs from Engineer 8 by the absence of responsibility for directing large-scale engineering projects or programs for a state agency.

Examples of Work

While in their official capacity, they must comply with any applicable Louisiana and Civil Service laws, rules, regulations, as well as DOTD policies, procedures, manuals, and directives.

50% Administers specific program areas present in the Bridge Design Section and directs a multi-million dollar annual budget allocated to these programs through a high level of technical supervision and administration of a structural design unit (Unit 003). The program areas to administer are as follows:

  1. Structural Design and Structural Construction Support

  2. Statewide Highway Safety Hardware Standards (guardrail, bridge barriers, cable barrier, roadway barrier, and crash cushions)

  3. Statewide Overhead Sign Supports

Provides administration and quality assurance for project and task management for in-house and consultant projects during design and construction phases. This position provides direction to unit staff, assigns new in-house and consultant projects, prioritizes unit workload, assists in establishing project schedules, monitors staffing needs to ensure letting and construction schedules are achievable, meets frequently with design staff to track project status, and provides construction engineering support.

This position will be responsible for highly technical, complicated, and sensitive design matters for the most complex structural engineering projects. Establishes guidelines to for the implementation of new and innovative designs statewide. Through extensive research and analysis, this person is often required to sell abstract ideas and concepts and/or defending or justifying their use to the highest levels of management.

Provide review and approval of employee leave and timesheets. Counsels employees and conducts and reviews PES ratings for employees. Leads the recruiting, interviewing and hiring of new staff when needed for the unit.

15% Administers design policy, interpretation of design specification requirements, construction engineering support, change orders and specifications for structural systems. Provides assistance and training for design engineers when needed on various projects. Recommends policies and procedures to the Bridge Design Administrator and/or the Chief Engineer for approval and implementation. Serves as a technical authority on design techniques and the interpretation of structural design requirements and specifications for all classes of bridges and DOTD structures. Assists with the development of technical updates and revisions for the LA DOTD Standard Construction Specifications, EDSM’s and the LA DOTD Bridge Design and Evaluation Manual. Provides direction regarding the use of consultant contracts, oversight of consultant contract scope, review of man-hours, and review of consultant past performance evaluations.

10% Coordinates with various federal, state, parish and city officials to keep them apprised of projects occurring in their jurisdiction and negotiating any special requirements; with the Coast Guard when navigable waters are involved; with the Corps of Engineers when wet lands or permits are involved; with the FHWA for the designs of federally funded bridge projects; with the appropriate DOTD Sections when they have questions concerning bridge projects.

5% Directs and participates on a national level, in the development of technical specifications for the most complex bridge types and participates in the AASHTO Committee on Bridges and Structures, AASHTO Highway Safety Committees, Transportation Research Board/NCHRP Committees or the Highway Safety Pool Fund Group. The functions may include directing research and developing guide specifications for areas involving highway safety, corrosion protection techniques, horizontally curved steel girders, high strength concrete, ship and barge collision criteria, fixed and moveable bridge design specifications, or other structural areas.

5% Directs and recommends research projects for implementation of new products, design procedures, and construction techniques for bridge and structural systems.

5% Directs the preparation of comprehensive reports and feasibility studies to select the location and structure type to be used at major waterway crossings as well as other complex transportation facilities. Leads or serves as a member in committees within DOTD that directs various technical tasks or long-term studies.

5% Assists the Bridge Design Engineer Administrator with various technical issues, policy issues, human resource issues and Performance Planning and Reviews for the Section.

5% Represents the Department as an expert witness in litigation for bridge cases and highway safety cases. May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
