The Louisiana Department of Wildlife and Fisheries (LDWF) consists of approximately 800 employees with the majority being assigned various types of property including vehicles, SUV’s, ATV, and boats. The Department is comprised of four agencies with numerous locations throughout the state; 511 Office of Management and Finance, 512 Office of the

Secretary, 513 Office of Wildlife and 514 Office of Fisheries.

The Administrative Services section is within the Office of Management and Finance and directs the statewide daily operations of the various statewide programs such as Procurement, Property/Inventory Control, Risk Management, Fleet Management, Fuel card, LaCarte card, Public works, Contracts/Grants and Leases. The following are examples of program.

  • Statewide Regulatory Oversight: Exercises functional supervision over 44 professional administrative staff statewide performing purchasing, contracts/grants, inventory, and public works functions. The Department has delegated purchasing authority of $10,000 for procurements, although higher delegations are given by the Division of Administration as requested. This includes specification development and guidance for methods of purchase and various statewide contracts, reviews and approves annually an estimated 455 purchases over $5,000 in LaGov exceeding $36 million. These include special purchase types such as sole source, emergency purchases and, authorized dealer repairs.

  • Fuel Card/LaCarte Card: Serves Administrators over the Fuel card (approximately 2,000 cards) and the LaCarte Procurement card (over 500 cards) programs.

  • Contracts: Oversees and manages all Department contracts totaling $58 million, and administers LDWF’s public works construction projects totaling $1.1 million within the agency’s delegated authority of $250,000.

  • Inventory: Manages over 100 inventory units that consist of more than 11,000 moveable inventory items at a value of over $82 million. These moveable inventory items are located at 80 owned and leased properties statewide. This includes managing the Departments fleet of 570 vehicles and 650 vessels.

  • Insurance claims: Manages all property insurance claims for the Department. Each year there are over 300 active FEMA, general liability and fleet claims processed by the section.

  • Leases: Manages the Department owned lease space (approximately 41,000 square feet) as the lessor-negotiating price, terms and conditions and manages all leases that the Department occupies. The Department has delegated authority to bid leases for timber sales, farm lease, alligator harvest, and alligator eggs collection, houseboat mooring lease, storage space leases and 35 boat stalls statewide; this is administered by the Administrative Services section.

    Confers and interacts with regulatory agencies on behalf of LDWF, including but not limited to La Property Assistance Agency, Office of Risk Management, Office of State Procurement, Office of State Travel, auditors, department administrators and program staff, private insurers, vendors, parties involved in liability claims, and FEMA.

Must have a good working knowledge and the ability to interpret State Procurement Rules and Regulations, internal agency guidelines, Revised Statute 39, The Procurement Code, state laws and procedures regarding Property Insurance claims, state laws and procedures for Fleet Management, Department organizational and financial structure, Arcadia, ERP/LaGov and AMP as well as the operations of the Department of Wildlife and Fisheries for agency Personnel.

The incumbent of this position manages Public Works and Improvement projects and oversees and supervises Administrative Services staff assigned to Contracts and Grants.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level experience in contract/grant management, procurement, financial management, or accounting. Two years of the required experience must have been in contract/grant management.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training in business or public administration, economics, statistics, or planning will substitute for a maximum of one year of the required general experience on the basis of thirty semester hours for one year of experience.

A master's degree in these areas will substitute for one year of the required general experience.

Graduate training will substitute for a maximum of one year of the required general experience.

NOTE: Any college hours or degree must be from an accredited college or university.

Examples of Work

Plans, organizes, directs and controls the work activities of a staff of contract reviewers engaged in developing, monitoring and administering federal and state contracts and/or grants.

Supervises the development, award and management of a number of complex statewide grants and contracts ensuring compliance with laws, policies and procedures.

Prepares budgets, reports and other records required by federal and state laws in accordance with terms of agreement.

Oversees the preparation and development of contracts and/or grants agreements, applications, budgets, amendments and sub- grant agreements in accordance with federal and state regulations and restrictions and within departmental policies and procedures.

Trains, assigns work, approves leave and applies disciplinary procedures and evaluates performance of subordinates.

Assists program personnel, Contracts/Grants Reviewer Manager and administrative personnel in preparation of grants and/or contracts, amendments, revisions and close outs within the department's grants and contract policies and procedures.

Formulates and implements policies and procedures within the confines of the requirements of federal and state laws.

Interprets federal and state laws, rules and regulations as regards contracts and/or grants.

Performs close-out and de-obligates unexpended funds on officially closed contracts/grants.

Assists the Manager in the preparation of RFPs (Requests for Proposals).

Reviews subordinate personnel's reports for adherence to federal, state and departmental rules, regulations and guidelines.

Researches grant awards and state appropriation budgets to make sure that funds are available.

May participate in negotiation of contract agreements.

May perform similar tasks in lease activities.
