About this position:

The position focuses as Internal Auditor for the Department to ensure programs, districts, and sections accomplish the organizational mission.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

FISCAL OPTION:

Both of the following are required:

  1. A baccalaureate degree with nine semester hours in accounting and an additional fifteen semester hours in any one or combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of professional level experience in accounting, financial auditing, operational auditing, or compliance auditing.

  2. Possession of a current certified public accountant (CPA) license, Certified Fraud Examiner (CFE), or the certified internal auditor (CIA) designation.

GENERAL OPTION:

Both of the following are required:

  1. A baccalaureate degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of professional-level experience in accounting, financial auditing, operational auditing, or compliance auditing.

  2. Possession of a current certified public accountant (CPA) license, Certified Fraud Examiner (CFE), or certified internal auditor (CIA) designation.

SUBSTITUTIONS:

A master's degree with a major in accounting, auditing, business administration, finance, management, economics, quantitative methods, public administration or information systems and decision science will substitute for the twenty-four semester hours of required coursework plus one year of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:

To serve as the head auditor for an internal audit program.

LEVEL OF WORK:

Program Manager.

SUPERVISION RECEIVED:

Typically from the head of agency or his/her designee.

SUPERVISION EXERCISED:

Project and functional over agency personnel as needed to fulfill the internal audit mission.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Auditor 4 by the presence of having full responsibility for managing the internal auditing program of a department.

Differs from Audit Manager by the absence of management duties over an audit division comprised of multiple subordinates.

Examples of Work

The position focuses as Internal Auditor for the Department to ensure programs, districts, and sections accomplish the organizational mission.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

40% Functions as the Manager of the Internal Audit function for the Departments of Transportation and Development. Performs internal audits of the program and districts/sections of the Department. These audits will follow specialized audit programs to derive an opinion that the programs or districts/sections are operating legally, efficiently and as desired by management. Also ensures that a Quality Assurance program is developed and implemented to review issued audit reports to prepare for Quality Assessment Review that must occur every five years. This position affords direct access to the agency Secretary on matters requiring his personal attention. Position directly supervises staff auditor and provides project by project supervision for other Audit Section staff who may assist on reviews.

30% Prepare audit reports that explain the results of the internal audits to management and the administration of the Department. Performs follow-up audits as determined. Reports to Audit Review Committee (ARC) the results of completed audits and participates in the ARC Quarterly meetings.

10% Performs a risk assessment of the programs and districts/sections of DOTD. These assessments will consist of questionnaires tailored to the programs and various areas if the Department. Evaluates the results of the risk assessment and develops an audit plan that will address the areas of highest risk within DOTD, as well as include time for areas of immediate request from executive management. This plan will be signed by the Secretary for approval.

10% Assists in the day-to-day functions of the Audit Section to ensure goals are met and provide assistance on External Audits or with External groups (FHWA, LLA etc.) where necessary. Also work with audit software vendors when needed to ensure automated workpaper programs exist.

5% Participates in meetings, training sessions, and other administrative functions as needed to fulfill the duties of the position and explain the function of the internal audit program.

5% May be required to perform additional duties as necessary including but not limited to emergency/disaster operations.
