Minimum Characteristics and Qualifications: High School diploma or GED equivalent in addition to three years of customer service experience and two courses in accounting at high school or college level. A minimum of five years of supervisory experience in an office setting preferred. Ability to calculate fractions, decimals and percentages accurately and balance accounts with basic bookkeeping knowledge. Ability to deal with problems involving several variables. Knowledge and experience in computer file structure and maintenance. Interpersonal skills, ability to communicate effectively with difficult people, ability to maintain pleasant telephone attitude. Ability to establish a friendly work environment as a supervisor, prepare and document employee performance and take appropriate actions when necessary. -or education, training, and/or experience in an amount equal to the Minimum Qualifications stated above. Supervises administrative support staff assuming responsibility for support positions functions. Maintains appropriate staffing levels, monitors and evaluates performance, hire/fire recommendations. Establishes team atmosphere within the department. Develops and controls Customer Service Department budget and expenditures. Ensures open communications and support of Water Resources operating department. Maintains operational status of Utility Billing system through coordination of updates and change request to vendor. Maintains data integrity related to utility customers accounts. Provides additional step in Customer Service assistance. Receives or initiates customer contacts to courteously and concisely resolve differences and be capable of adequately explaining the departments billing structure, fees and policies. Performs tasks related to accounts receivable functions, including, but not limited to review and application of account adjustments, balancing of system, maintaining control of delinquent account balances. Prepares agenda items for certifications of delinquent balances to tax bills. Ensures proper daily backup of system. Assists with the development of procedures and provides input on department policies. Proofreads reports, documents, correspondence, and other materials before mailing. Ensures adequate employee training and development. Monitors inventory and maintains acceptable levels of supplies. Verifies invoice amounts against original orders. Performs routine clerical tasks (e.g., gathers data, prepares reports, searches files) as needed. Maintains department rec
