Your Specific Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

The incumbent if part of a global public health organization and is expected to support the Florida Department of Health in Polk County in its mission to protect, promote, and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Furthermore, the incumbent is expected to incorporate the agency values ofInnovation, Collaboration, Accountability, Responsiveness and Excellencein all aspects of their work.

The program areas include the Public Drinking Water, Limited Use Water, Public Swimming Pool and Bathing Place, and Well Surveillance. This position supervises staff to assure compliance withChapter 62-550, 62-524, 62-555, 62-560, 62-699, Chapter 64E-8, and Chapter 64E-9 of the Florida Administrative Code. This position may serve clients that speak only Spanish, Creole or other languages. It may require performance of interpreter duties, if bilingual, or implementation of the Department’s Limited English Proficiency Plan.

The incumbent in this position spends the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employee’s work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

Supervise the operation of the Public Drinking Water compliance and monitoring program. Coordinate inspections and review inspection reports to assure compliance with State regulations. Discuss reports with employees for training and evaluation purposes.

Ensure supervision of the Limited Use water and the Public Swimming Pool and Bathing Place inspection programs and monitor progress with the Environmental Manager. Supervise and coordinate the sampling of public and private wells under the State Super Act Petroleum contamination program and the Department of Environmental Regulation Pesticide contamination program. Monitor activities in these program areas to assure reimbursement for eligible investigations and samples collected.

Supervise enforcement actions taken in the Public Water and Public Swimming Pool and Bathing Places programs. Review notices and discuss active cases with the enforcement specialist.

Supervise the maintenance of the computer database for the Public Drinking Water program.

Work with Environmental Manager to maintain an in-house cross-training program for all positions. Maintain training records for all employees.

In conjunction with the Environmental Manager, ensure that staffing and workloads are adequate.

The incumbent will serve as liaison with other environmental agencies and the general public. Will ensure the preparation of technical reports for state, county, and local governmental agencies. Will represent the department in meetings with other key governmental agencies and private organizations such as Builder’s Associations, Florida Onsite Wastewater Association, BOCC, DEP, and SWFMD.

Will coordinate all media requests and public boil water notices with appropriate supervisory and communications staff.

ADMINISTRATIVE

Prepare monthly reports detailing all work activities within the various program’s areas. Perform monthly quality assurance checks for all positions. .

Assist in the the maintenance of all program files and records with appropriate supervisory staff.

Plan, develop, and implement in-house procedures and forms to improve or enhance program performance.

Perform other related tasks as assigned by supervisor.

Follow established rules, regulations and procedures in the areas of personnel actions, attendance and leave, travel reimbursements, appointment procedures and affirmative action.

Information Custodian for Environmental Engineering section. Serves as the Information Custodian of assigned Information Sets; maintaining the confidentiality of the information in accordance with state, and federal statutes, rules, regulations and Department of Health Information Security Policies, Protocols and Procedures, in accordance with Protocol: Security – 3, V, Sec 1-3.

FIELD INVESTIGATIONS

Conduct joint inspections with staff for purposes of quality assurance, training, or evaluation.

Required Knowledge, Skills, and Abilities:

  • Knowledge of basic water chemistry and microbiology.

  • Knowledge of governmental inspection procedures.

  • Skill in the operation of a personal computer and use of Microsoft Software and database applications.

  • Skill to comprehend technical data.

  • Skill to maintain accurate detailed records.

  • Ability to effectively supervise people.

    Qualifications:

  • This position may require certification as outlined in Florida Statutes 381.0101 for either (1) Food Protection, or (2) Onsite Sewage Treatment and Disposal Systems (OSTDS), or (3) both Food Protection and OSTDS programs.

  • To qualify for certification, the incumbent must possess a minimum of a bachelor’s degree and must have successfully completed a minimum of 30-semester or 40 quarter hours in environmental health, environmental science, a physical or a biological science, or public health.

  • A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences, environmental health, public health, or engineering and three years of professional experience in environmental health, regulation or protection or a master's degree from an accredited or university in one of the physical or natural sciences or engineering and one year of professional experience as described above

  • Valid Florida Class E Driver’s License
