Custom Job Purpose:
The Director of Compliance, will provide assistance to the Director of Exceptional Student Education (ESE) and Director of Student Services and Section 504 in the provision of services to students with disabilities and their families and to school and district staff, to ensure district processes, procedures, and policies align with federal laws and regulations, Florida Statutes, and State Board of Education rules. The Director of Compliance, will direct all activities related to the monitoring of the district#s compliance to the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Americans with Disabilities Act (ADA).
Essential Functions of this Job
Provides oversight of activities related to compliance and staffing including the dissemination of information regarding laws, regulations, and rules; training of district and school staff, monitoring of compliance documents, and full-time equivalency (FTE) reporting.
Serves as district contact person for all ESE mediations, state complaints, requests for due process, and 504 hearings.
Attends ESE mediations and 504 grievance meetings on behalf of the district, and performs all the duties related to ESE mediation, including serving as district personnel with decision-making authority for mediation agreements.
Coordinates district#s response narrative and the provision of supporting documentation to the Florida Department of Education and/or Office of Civil Rights (OCR) regarding allegations asserted in complaints filed against the district and performs/supervises all other requirements related to state/federal complaints.
Coordinates Florida Department of Education due process complaints, oversight of State Upload Site (GSW), and other complaint agencies to ensure resolve, and scheduled meetings are conducted.
Coordinates all required district activity related to requests for due process hearings filed by parents or their representatives, including communication to the Division of Administrative Hearings, and with parents, in addressing the dispute issues, and in scheduling and convening the required resolution meeting.
Attends due process and 504 hearings as the district representative and performs all other duties related to due process hearings.
Maintains current and compliant district Understanding Compliance Issues (UCI) online manual and Fast Facts online documents. Assist with information related to 504 compliance.
Supervises the fulfillment of all duties related to independent educational evaluations.
Formulates and chairs workgroups or training, as necessary, to address proposed changes to legislation and/or State Board of Education Rules, to ensure district compliance to all federal and state mandates.
Assists administrative, supervisory, and site-based personnel by developing and implementing instructional programs, demonstrating appropriate teaching methods and use of materials, monitoring curriculum, and identifying instructional materials.
Serves as an advocate for the specified site and/or program/project at the district-level and as a liaison between the district, site, and the community.
Provides curricular and/or program support and assistance to district staff, site administrators, teachers, instructional coaches, resource teachers, and other site-based personnel.
Provides relevant professional development workshops and/or training programs to assist appropriate instructional staff in updating their skills and increasing their knowledge base.
Attends relevant meetings including professional conferences and chairs or serves on committees related to appropriate academic area, programs/projects, and/or specified curriculum.
Provides on-site support to administrators with teacher observations and evaluations, program implementation, and evaluation of program effectiveness.
Aids in the objective evaluation of both established and innovative programs to assess the effectiveness of materials, the methodology used in the program, and the educational growth of the learner.
Assists district staff and site personnel in interpreting student test scores and recommending prescriptive materials and techniques to improve student performance.
SUPERVISORY EXPECTATIONS: Manage assigned clerical staff and subordinate professional personnel in one or more sections of the department. Take responsibility for the overall direction, coordination, and evaluation of assigned teams. Carry out supervisory responsibilities in accordance with the district#s policies and applicable state and federal laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education, Experience and/or Certification/License Requirements
Education: A master#s degree. Degree or formal training in Exceptional Student Education, Educational Leadership, administration and supervision or school principal preferred.
Experience: Three (3) years of effective or highly effective classroom teaching, with three (3) years of related management or supervisory experience preferred. Exceptional Student Education preferred. Experience as school 504 contact preferred.
Certificates/Licenses/Registrations: Florida Professional Educator Certificate: Educational Leadership, School Principal, or Administration and Supervision. An appointee who possesses subject area certification but does not possess the appropriate administrative certification will be given four (4) years from the date of appointment to obtain the appropriate administrative certification.
Language Skills: Reads and interprets general business and professional journals, technical procedures, or regulations. Writes reports, correspondence, and manuals. Effectively presents and responds to questions from managers and the public.
Mathematical Skills: Works with math concepts such as probability and statistical inference, and fundamentals of geometry and trigonometry. Applies concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Solves practical problems and deals with a variety of concrete variables in situations where only limited standardization exists. Interprets a variety of instructions furnished in written, oral, diagram, or schedule form. Demonstrates persistence in problem solving efforts.
