The Principal Specialist, Sustainability, Waste Management & EHS, provides technical and regulatory support to all EHS compliance programs, site projects and leads the Waste Management team. This role will participate in decision making towards EHS compliance aspects of high impact within the operations. This position will resolve problems that can potentially affect the EHS compliance posture of the site as well as represent the EHS, Security and Site Services Associate Director during absences. The incumbent is responsible for the update and development of management systems as well as the support existing ones to meet requirements of EPA, PRASA, DNRE, OSHA regulations, and corporate guidelines.
The Principal Specialist, Sustainability, Waste Management & EHS will prepare and submit permit applications, regulatory reports, and plans to the corresponded Regulatory Agencies. This role will perform calculations related to air emissions, wastewater and storm water requirements among others using available engineering methodologies and principles. The incumbent will issue compliance documents for internal use, corporate offices and regulatory agencies as well as advise the operating areas in the implementation of procedures and practices to ensure compliance with EHS regulations, standards, and policies. This position will participate in corporate EHS audits, review documentation related to process changes, represent the site in EPA, DNRE, PRASA, and OSHA inspections and lead or support EHS or process project.
Duties & Responsibilities
Provides direction to Waste Management operators. Manages their day-to-day performance of their job.
Reviews and approves waste shipments documentation; coordinates external services.
Performs document audits and complies with regulatory requirements and internal policies related to waste management.
Develops and implements procedures for disposing of hazardous, non-hazardous, biomedical, or contaminated materials in accordance with governmental regulations.
Ensures to train staff in the safe and proper handling of waste materials.
Fosters professional development of team.
Identifies continuous improvement initiatives to reduce waste volume and provide proper waste removal services maintaining the facility clean and organized.
Ensures department milestones are met and adhering to approved budgets.
Investigates events using appropriate investigations methodologies and develops effective action plans.
Tracks, prepares, and submits regulatory reports such as: Fuel Consumption, Well Water Extraction, PRASA, DMR, UIC, Potable Waters, Air Permit Monthly, Semi-annual and Annual Reports, RCRA Biennial, SARA 311/312 & 313, SWA, among others.
Performs regular audits for regulatory compliance and conformance with EHS Management System requirements.
Develops and conducts training course material; Delivers material to both New Hires and Contractors.
Supports the site efforts on hazard identification, non-compliance issues identification, risk assessment and control.
Tracks all EHS incidents and conducts incident investigations, identifies root causes, and implements improvement/action plans to prevent similar incidents.
Monitors regulatory requirements/trends, conducts impact analyses, and implements programs to ensure compliance with both regulatory and internal standards.
Ensures that incident causes and contributing factors are identified and that appropriate corrective and preventive actions (CAPA) are identified, assigned, and tracked to completion.
Prepares EHS metrics.
Actively identifies and promotes process improvements or new processes that strengthen the EHS function and the overall organization and minimizes/eliminates risk.
Prepares environmental permits application.
Supports EHS inspections from regulatory agencies.
Supports EHS in record keeping, ensuring that records and documents are organized, controlled, and retained as required.
Develops and modifies environmental guidelines, procedures, training, practices, permit conditions, and internal notification of any EHS events.
Complies with regulatory training, procedures, guidelines, and policies.
Drives the continuous improvement of process, systems, and culture in the organization.
Models behaviors aligned with the site continuous improvement mindset, implements ideas, programs and changes management initiatives that will have sustainable long-term benefits according to the organization strategic goals and objectives.
Drives Environmental, Health and Safety (EHS) compliance in the organization.
Actively engages and role models behaviors aligned with the site EHS philosophy and assures full on-time compliance with applicable EHS training programs and requirements.
Empowers, motivates, and drives people development.
Assures annual performance review activities be conducted on time.
Other tasks or projects as assigned.
Requirements
Bachelor’s Degree in Science or Engineering; Master's degree preferred.
Minimum of five to six (5-6) years of EHS related experience in pharmaceutical, biosciences, medical devices, or other highly regulated industry.
Strong negotiation and influencing skills with the ability to drive results.
Ability to read, understand and interpret EHS regulations, standards, guidelines, and procedures.
Ability to establish measurable project goals and implementation plans.
Fully bilingual. Excellent communication skills, both verbal and written, in Spanish and English.
Excellent problem solving and decision-making skills.
