Johns Hopkins University Budget Analyst in Baltimore, Maryland

We are seeking a Budget Analyst (BA) who will provide direct support to the Departmental Administrative Manager and the faculty, researchers, staff, and students for the Department of Earth & Planetary Sciences in the area of financial management with a prime focus on Post Award for EPS Faculty accounts.

Specific Duties & Responsibilities

  • Ensure that all costs are reasonable, allowable, and allocable and consistently treated from internal University policies and procedures to agency specific rules and regulations. This cradle to grave activity relating to all non-payroll costs --from origination of cost to final reconciliation of cost.

  • Keep abreast of policies and procedures for federal and non-federal regulations that apply to sponsored proposals to ensure compliance. Ensure compliance with university and/or agency regulations and restrictions, i.e. 1. Terms and conditions of agreements/awards vary, and these must be considered when determining an allowable purchase. Restrictions may be expressed on a third-party procurement agreement. 2. Agency specific travel regulations 3. Internal and external rules relating to asset purchases, accounting, and reporting. 4. Compliance discernment and adherence is required to avoid costs being disallowed.

  • Reconcile monthly sponsored and non-sponsored financial statements according to university guidelines.

  • Ensure all applicable direct and indirect cost rates have been applied correctly.

  • Review subaward invoices and ensure payment.

  • Responsible for accurate and timely internal and external billing and receipt of payments.

  • Prepare and assist in the development of budget justifications to ensure their relationship to budgeted dollars.

  • Work with project PIs, Co-Investigators, and administrative staff to ensure effective, accurate, and timely budget allocation, project initiation, and maintenance and reporting of all financial activity.

  • Run reports as requested by Manager/RSA/PI; analyze data for accuracy, reasonability, and allowability.

  • Assist with compliance issues for sponsored research (i.e., cost transfers and effort reporting).

  • Collaborate with Finance Staff and PIs to analyze costs and review balances.

  • Monitor, identify, and communicate over expenditures to faculty and supervisor.

  • Manipulate data and develop scenarios for financial reports and presentations to PI.

  • Conduct annual review of group fixed service center fees (telephone, network, backup, etc.).

  • Process a variety of SAP transactions associated with budgets, personnel, and sponsored funding.

  • Reconcile approximately 10 faculty and staff procurement cards. Obtain and submit required supporting documentation. Work with faculty and staff to properly allocate expenses.

  • Process ISR and eforms for faculty and group members and any other HR functions needed.

  • Initiate and collaborate with PIs with reports, extensions, and other regular administrative matters specific to sponsored projects.

  • Communicate between the PIs, JHURA, and the sponsored projects team to ensure all parties are kept up to date on current and forthcoming issues.

  • Schedules & arranges all other workflows around time-sensitive grant needs of faculty & students, often remotely while PIs are abroad or otherwise remote.

  • Educate PIs about the process, as well as the administrative requirements of the sponsor & JHU.

  • Confer with students before field research to review the completion and submission of expense logs, receipts, and reimbursement policies.

  • Work with students while they are abroad in the field, to compile & submit regular (and personally vital) reimbursements from their grant funds.

  • Analyze expenditure logs to verify costs per approved proposal budgets, as well as sponsor & JHU guidelines.

  • Assist in departmental front office needs.

  • And any other duties as assigned or needed.

Special Knowledge, Skills, & Abilities

  • Strong interpersonal, oral, and written communication, financial, analytical, organizational, and computer skills.

  • Ability to initiate and complete work assignments with a minimum of direction, exercising sound independent judgment while also understanding when additional direction/expertise is needed on matters of complexity.

  • Demonstrated proficiency in office technology (Teams, Zoom, Zoom capable TVs, Windows 8/10/11), including financial accounting systems and Microsoft Office 365 Suite (Excel, Word, Outlook, Access).

  • Ability to operate common office equipment, including computers, facsimile (FAX), photocopiers, and printers.

  • Ability to adapt to changing priorities and requirements in a fast-paced environment.

  • General understanding of external Federal Guidelines and procedures regarding grants and contracts.

  • Demonstrate a continued willingness to learn new systems, applications, and methods to better serve the department and JHU.

Minimum Qualifications

  • Bachelor's Degree in Finance, Accounting, Business or related field.

  • One year of related progressively responsible experience.

  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Starting Salary Range: $23.69 - $32.56 - $41.43 hrly (Commensurate with experience)
