RECRUITMENT: This recruitment is open to all current qualified MTA Police employees only, this recruitment is being used to create an eligibility list that will be used to fill a current vacancy. However, the resulting eligibility list may be used to fill future vacancies throughout MTA of this classification.

TEST DATE & TIME: To Be Determined by Human Resources

The MTA Police Sergeant is responsible for assisting in the development, supervision, education, and direction of subordinate police personnel. The employee reports directly to the Lieutenant. The employee works primarily in the field, which subjects the employee to handle life-threatening situations, and exposes the employee to hazardous situations and harsh environment conditions.

This position is located in Baltimore, City Maryland.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from a standard high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Police Training Commission regulation.

Experience: Three (3) years of experience as a MTA Police Officer.

Note: Current MTA Police Corporals will be given preference; however, Officers may apply that have a minimum of 3 years' experience as a MTA Police Officer.

Note: The above educational requirement is set by the Police Training Commission in accordance with Sections 3-208 and 3-209 of the Public Safety Article of the Annotated Code of Maryland.

Licenses & Certifications

  1. Employees in this classification are assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

    1. Employees are required to possess or obtain police officer certification issued by the Maryland Police and Correctional Training Commission in accordance with Public Safety Article, Sections 3-209 through 3-218 of the Annotated Code of Maryland

Additional Information

SPECIAL REQUIREMENTS:

  1. Minimum selection standards for police officer certification are established by the Police and Correctional Training Commission. These selection criteria are listed in detail in the Code of MD regulations Title 12, Subtitle 04, Chapter 01.

  2. Employees are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.

  3. Employees in this classification are considered Essential Employees and will be required to sign and agree to all policies and procedures relating to Essential Employee status.

  4. Employees in this classification are required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis, as required by the Police Training Commission.

    1. The employee is required to wear protective clothing such as a ballistic vest.

    2. Employees in this classification are subject to substance abuse testing in accordance with Transportation Code of MD Regulations 11.02.11, testing for illegal Use of Drugs and Code of Federal Regulations 49- Federal department of Transportation Drug and Alcohol Testing Protocols and Federal Transit Administration Alcohol Testing Rules.

SELECTION PROCESS:

The selection process will consist of a multiple-choice examination and an oral interview. Each component shall be based upon a scale of 1 to 100 and candidates must achieve a minimum passing score of 70% on the multiple-choice examination in order to continue in the promotional process. The candidate's final score will be a combined total of the multiple-choice examination and oral interview scores, where each component is given equal weight.

The MTA Human Resources department will then use the combined overall score to create a rank-ordered list of eligible candidates for promotion. This selection process will establish a list of eligible candidates. Transportation Service Human Resource System (TSHRS) policies and procedures will be adhered to. The Chief of Police is the final authority and will promote from the eligibility list consistent with MTA Police Force Standard Operating Procedures.

Multiple-Choice Examination and Oral Interview Components

In part, the multiple-choice examination and oral interview will assess the applicants' knowledge of the following legal, regulatory, and procedural documents:

• Legal guide for Police, 12th Edition, by Jeffery T Walker and Craig Hemmens, published by Routledge Publishing.

• Digest of Criminal Laws revised October 1, 2023

• Maryland Vehicle Law Annotated 2023/2024 Edition.

• Maryland Transit Administration Police Force SOP

• Collective Bargaining Agreement (AFSCME Council #67, Local 1859) Effective January 1, 2020 through December 31, 2023

The following related skills and abilities will also be assessed:

• Use of verbal communication in a clear and effective manner,

• Ability to interview subordinate personnel to gather information pertinent to the development of policies and procedures.
